Job description

The Office of Internal Audit and Investigations (OIAI) conducts investigations to examine and determine the veracity of all allegations received concerning corrupt and fraudulent practices and allegations of misconduct that involve UNICEF staff, consultants, non-staff personnel and institutional contractors. OIAI’s investigations cover all forms of misconduct including, but not limited to: fraud; corruption; workplace harassment; sexual harassment; abuse of authority; and failure to observe prescribed regulations, rules, relevant administrative issuances and standards of conduct.

Assessments and Investigations

Plan, organize and conduct initial assessments and investigations of cases of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment.Formulate investigation plans and contribute to determining the scope of cases predicated for investigation. 

  • Conduct interviews, obtain statements and analyze information.
  • Search for, gather, record and preserve all potential or relevant pieces of evidence, including in electronic format, ensuring that all necessary evidence chains are established and maintained.
  • Conduct research on assigned issues using investigation files and alternative sources to verify facts, identify citations, precedents and draft statements of findings and respondent replies.
  • Plan and participate in field missions for the purpose of conducting investigations.
  • Implement and maintain established procedures to ensure professional competency and completeness throughout the investigation process.

Report drafting

Prepare reports detailing investigation findings that are submitted to the Chief of Investigations and Quality Assurance team for review before submission to the Director of OIAI for approval.Prepare Notes for the Record proposing closure of cases that do not progress from assessment to investigation and prepare Closure Memoranda, for unsubstantiated cases that had been predicated for investigation.Prepare referral memoranda, advisory reports, and other written products memorializing lessons extracted from investigations, as requested by the Chief of Investigations.Case files and case management system

Ensure information from cases is input to the investigations database accurately and on a timely basis for all cases assigned.Maintain up-to-date electronic and, where necessary, physical case files, including all evidence collected under each investigation and relevant case records.Liaising with internal stakeholders and awareness raising

Contribute to development training materials on the prevention and detection of fraud and misconduct.Deliver presentations about the Investigations Section work to staff in UNICEF offices.Coordinate and promote collaboration with other relevant divisions and offices within UNICEF and the UN System in relation to allegations received by OIAI.Other tasks

Undertake any other tasks as assigned by the Chief of Investigations, including in support of policy development or advice to other UNICEF offices.Provide input to the development of investigation-related policies and procedures in OIAI and in UNICEF, as requested by the Chief of Investigations.Perform other duties as required.

  • Minimum requirements
        1. Education: Master or equivalent (Advanced University Degree) in Economics, Social Science, Law, Accounting, Business Administration , Auditing, Business management and any other related fields.
        2. Work Experience: At Least 5 years of relevant work experience in Audit and Investigation , Criminal investigations, Administrative investigations, Internal investigations.
          A Bachelor or equivalent (First Level University Degree)in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
        3. Skills: E-discovery processes investigations, e-discovery best practices investigations, Persistence, Self-motivation, Fast-paced environment, Competing priorities
        4. Language Requirements: English.
