Norwegian People’s Aid (NPA) is an International Non-Governmental Organization involved in humanitarian, relief and long-term development cooperation in South Sudan. NPA has worked in South Sudan since 1986 and currently runs two main programmes: Civil Society Development and Humanitarian & Resilience Programmes.
NPA South Sudan wishes to recruit a highly competent, proactive and self-driven individual for the position of Human Resource and Administration Manager to be based in Juba. The contract duration for this position is definite with possibility of extension based on funding and satisfactory performance. The position is on national contract. The HR and Administration Manager is to oversee all aspects of an organization’s workforce, including recruitment, hiring, onboarding, training, employee benefits, performance management and employee relations. The HR&A Manager is to have an active role in the development and management of the NPA’s South Sudan Programme as part of the Senior Management Team, together with the NPA South Sudan Country Director and the Finance Manager.
Roles/Responsibilities:
- The HR&A Manager is the head of human resources and administration management and has the overall responsibility for the development and implementation of HR and administrative policies, procedures and systems in NPA South Sudan.
- Responsible for ensuring HR policy compliance with the South Sudan Labour Act and other relevant national legal laws and regulations, as well as alignment with NPA policies.
- Manages and builds capacity within the HR team, and remote management of HR and administration personnel in the field locations.
- Ensures NPA South Sudan attracts, retains, and develops qualified employees to achieve its strategic goals while adhering to legal compliance.
- The promotion of employee welfare and health initiatives.
- Builds and improves relationships with relevant government authorities and other local stakeholders on HR and administrative issues.
Required Qualification/Experience/Skill:
- Master’s degree in HR management, business administration or a similar relevant management field.
- Minimum five years’ experience in Human Resources and Administration, and a minimum of 3 years of experience in management, having led teams in the field of HR management and administration in an international NGO / international organization with a multi-cultural environment.
- Solid knowledge of the South Sudan Labour Act, tax systems, etc.
- High level of organisational skills and good knowledge in developing systems, procedures and digital tools.
- Good writing skills and proficiency in English language. Arabic is an added advantage.
