CMMB has been working in South Sudan for over a decade providing a package of integrated hea vulnerable populations, redressing issues that affect the health and wellbeing of mothers, children a CMMB supports the Ministry of Health (MOH), working with other health partners, to provide: (a) a con through integrated health services (MNCH, nutrition, WASH, Child Protection and GBV) and health strengthening at the community, facility, County and State levels; (b) health workforce capacity strength on the job mentoring and training, as well as leveraging CMMB’s international volunteer program; Information System strengthening through transitioning from paper based data collection and repс accurate and timely electronic systems, reproducing and disseminating health registers and training clerks. The PEPFAR/CDC funded South Sudan HIV/AIDS Reversal Project (SHARP) operates in 8 high HIV-burden counties in Western Equatoria State (WES) of South Sudan, using a health facility and community-based approach to support durable, comprehensive, person-centered HIV care, and treatment interventions. The HCA is part of the CMMB/SHARP team in implementing the SHARP care and treatment of people living with HIV in South Sudan’s Western and Central Equatoria States. Under the supervision of the Technical Lead – Prevention, Care and Treatment, the HCA will serve as a subject matter expert within CMMB for the HIV clinical continuum including community and facility-based HIV case-funding, linkage to treatment, and continuity of treatment and viral suppression services. S/he will provide technical and managerial support on programs providing testing, linkage to treatment, and continuity of treatment and viral suppression for those at risk of HIV and those living with HIV/AIDS. S/he will support the SHARP team in updating and revising national guidelines and policies, participate in technical working groups, provide training and mentorship and support the supervision system. S/he will collaborate with the team of other experts in laboratory services, prevention, monitoring and evaluation, and supply chain to ensure a robust a counties and facilities supported under SSHARP.
KEY RESPONSIBILITIES:
Coordinate with the SSHARP technical team for the successful delivery of technical assistance and implementation of care and treatment activities for the SHARP project.
Implement training, tutoring, mentoring, and supervision activities related to HIV care and treatment including PMTCT/EID, TB/HIV, Operation Triple Zero, and Nutrition for clinicians and other staff in counties and facilities supported by SSHARP.
Identify and pilot innovative strategies to improve the quality of clinical care and treatment services in counties and facilities supported by SSHARP.
Ensure that sites supported by CMMB follow national protocols for HIV care and treatment, including PMCT/EID and TB/HIV.
Contribute to the development of job aids and other practical tools for improving the quality-of-care services.
Participate in technical working groups related to HIV care and treatment services.
Conduct and support weekly/monthly/quarterly analysis of aggregated case management data to identify problems, propose, and implement solutions for improving the quality of services.
Regularly evaluate care and treatment program systems and provide corrective measures where and when needed.
Work closely with the CMMB monitoring and evaluation team to reinforce best practices for data collection, management, analysis, reporting, and dissemination to various relevant authorities and audiences.
Collaborate with other leads and program specialists to ensure the completeness of the package of services provided.
Participate in the drafting of the continuation application, work plans, scopes of work, and the quarterly and annual narrative reports, and other reporting requirements.
Carry out other duties and responsibilities as assigned by the Technical Lead.
Frequent travel to field sites is required (up to 80%).
QUALIFICATIONS & EXPERIENCE:
Medical doctorate (MD/MBBS/MBChB) or equivalent medical degree.
Master’s in public health or a related field preferred.
At least 7 years of experience working in HIV prevention, care, and treatment including prevention of mother-to-child transmission (PMTCT), Pediatric ART, and monitoring of clinical outcomes.
Experience in training, supervision, and mentoring of clinical teams.
Excellent oral and written communication skills.
Sense of initiative and ability to work with minimal supervision.
Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and
furthers the CMMB mission, vision, and values of the program.
Ability to work in a fast-paced environment.
High degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyze, develop and present work, and to monitor and evaluate the implementation of programs.
Strong skills in the operation of computers and software program applications authorized for use (including Excel, PowerPoint, and Word and related logistics software for management, forecasting, etc.) are required.
Excellent interpersonal skills, tact, and diplomacy, required to establish and maintain a wide range of senior-level and working-level contacts with HIV/AIDS programs in government, nongovernmental, and private-sector circles.
Ability to work effectively within team and inter-partner environments.
Humanitarian Services experience is preferable.
Languages:
Excellent command of written and spoken English
Fluent spoken Juba Arabic is an advantage
