Expected outcome of the consultancy is the development of a comprehensive gender strategy with a coordination framework and an action plan reflecting gender as a major and cross-cutting issue in humanitarian and development actions and provide guidance for embedding, monitoring and therefore realizing the outcomes of the strategic plan and its implementation plan. Therefore, the consultant will:
- Carry out a literature review of previous strategy documents on gender equality in the Tigray region and national strategy documents (National Humanitarian country team Strategy) son gender equality, amongst others; review post conflict situation of women and girls in Tigray
- Submit an inception report proving a deep analytical understanding of the situation of women and girls in Tigray regional state and their unmet needs. The inception report will also include a proposed methodology as well as a provisional outline of the regional gender strategy and coordination
- Incorporate review comments from BoWA and UN Women and other UN and non-UN stakeholders before proceeding to the next stages.
- Organize consultations with various actors at regional level to understand the current context and situation of women and girls in the region. The strategic planning workshops with regional and local stakeholders on gender equality must ensure representation of actors working on humanitarian, development and Peace spheres and nexus
- Submit a first draft of the strategy and time-bound costed action plan and presentation during a validation workshop with BoWA, stakeholders from government sectors, UN Women, UN sister agencies, CSO, WRO/WLO
- Submit a final regional gender strategy document and a coordination framework after incorporating comments from stakeholders. The final documents will have to be approved by BoWA and UN Women.
- Serve as the main presenter during the vulgarization of the strategy and coordination framework to Regional Stakeholders.
- Qualification & Experience:
Education:
- Should hold MA/MSc/Mphil/ or PhD degree in Development Studies, Gender and Development, Human Rights, International Cooperation and Humanitrian Aid, Public Adminstration, Project Management, Economics, Social work, Social Policy or Sociology.
Experience:
- Over 10 years of practical hand on experinces preferably in gender and gender based analysis, protection analsysis in the country/ the region, preparation and delivery of gender equality and equity strategies at both program and institutional/organizational levels.
- Experience on gender equality and women‘s empowerment; experience in gender mainstreaming in enterprise related projects (both with government and non-government) is an added advantage
- Sound familiarity with the context in Tigray region.
Language:
- Fluency in English and Tigrinya is mandatory (both writing and speaking);
- Knowledge of the current regional context is a mandatory.
