Tasks and responsibilities
• Develop and implement a programme level monitoring and evaluation strategy to effectively monitor activity implementation and to measure the food security and livelihood outcomes of the emergency and resilience interventions.
• Contribute to project design including the development of a sound theory of change to ensure the inclusion of consistent and relevant indicators and realistic targets in logical frameworks, data collection and analyses and appropriate budget.
• Support and/or coordinate the effective generation, management and visualization of data to provide management with useful information for decision making.
• Ensure the accurate registration, verification, validation and counting of beneficiaries targeted with FAO’s assistance.
• Implementation of post-distribution monitoring and reporting for enhanced accountability and to inform adaptive management.
• Contribute to food security and livelihood outcome and impact assessments, through baseline and endline data collection and quantitative analyses, including where appropriate, regression analyses.
• Ensure accurate and up to date information on the results of FAO’s seasonal assistance packages, including agricultural production estimates.
• Contribute to consistent return on investment and cost benefit analyses of the main assistance packages provided by FAO.
• Aggregate project level data into a regularly updated programmatic dashboard for the emergency and resilience portfolio tracking key performance indicators, and ensure regular updating of the Project Activity Information Database (PAID).
• Regular updates and reporting to management and relevant stakeholders at country, regional and headquarters level on key data for messaging and strategic positioning.
• Contribute to internal and donor reporting requirements.
• Where applicable, oversee M&E related contracts, including third party monitoring entities, to ensure timely and quality delivery on tasks.
• Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Statistics, Economics, Agricultural Sciences, Social Sciences, or other relevant field
• At least 2 years (Category C), 5 years (Category B), 10 years (Category A) of relevant experience in monitoring, evaluation accountability and learning, data analysis and/or information management
• Working knowledge (level C) of English or French

Technical/Functional Skills
• Work experience in more than one location or area of work, experience in humanitarian and complex contexts is an asset;
• Excellent command of R, STATA or SPSS, basic knowledge of other statistical software packages;
• Experience with quantitative data analysis;
• Knowledge of key food security and agricultural livelihood indicators;
• Extent of experience in developing and implementing integrated MEAL frameworks and strategies;
• Experience in capacity development for MEAL;
• Ability to plan and work with limited supervision to meet objectives.
Selection criteria
• Limited knowledge (level B) of any other official language of the Organization (Arabic, Chinese, Spanish, Russian) would be an asset.
