Plan, develop and implement policies, standards and procedures for the Construction and Maintenance Department; Develop strategic plans to guide the activities of the Construction and Maintenance Department; Recommend the review of all relevant Acts, standards and policies on construction and maintenance to the Chief Director; Superintend over all Government buildings construction and maintenance activities to ensure that major construction and rehabilitation works to state buildings and infrastructure are completed within stipulated time frames; Coordinate and communicate Construction and Maintenance activities and priorities with other Ministries/Departments/ Agencies in order to ensure the successful completion of projects.
Responsibilities
- Plan, develop and implement policies, standards and procedures for the Construction and Maintenance Department
- Develop strategic plans to guide the activities of the Construction and Maintenance Department
- Recommend the review of all relevant Acts, standards and policies on construction and maintenance to the Chief Director
- Superintend over all Government buildings construction and maintenance activities to ensure that major construction and rehabilitation works to state buildings and infrastructure are completed within stipulated time frames
- Coordinate and communicate Construction and Maintenance activities and priorities with other Ministries/Departments/ Agencies in order to ensure the successful completion of projects
- Provide professional and technical advice to the smaller local authorities
- Institute measures to regulate, register and categorize contractors
- Represent the Ministry on various fora regarding Construction and Maintenance of buildings as delegated by the Chief Director
- Provide technical input into the procurement of equipment, services and materials for construction and maintenance programmes and projects
- Coordinate the mobilization of resources and the development of budgets and funding strategies for construction and maintenance programmes
- Manage a database of all construction and maintenance projects and programmes
- Supervise, coach and counsel subordinates
Qualifications
- A Bachelor of Science Degree in Civil, Structural, Electrical, Mechanical/ Architectural/ Construction Engineering or equivalent
- Possession of a relevant Masters degree in the above field(s) is an added advantage
- Membership of the Zimbabwe Institute of Engineers or other equivalent professional bodies or be a Registered Architect
- A minimum of eight (8) years experience in the construction and maintenance field, of which two(2) must be at Deputy Director Level or equivalent grade.
Skills
- A thorough understanding of Construction and Maintenance policies, regulations and procedures
- Extensive experience with programme and project development, integrated planning and analysis, implementation, and management
- Proven track record of resource mobilization experience
- Ability to communicate and network with a broad spectrum of stakeholders
- Ability to employ information communication technology in the monitoring of construction and maintenance programmes
