Phase II will be a continuation of the commitments made under Phase I.
Planning
• Support Cluster delegations and National Societies in development of the operational
workplans aligned to the microplans;
• Review existing performance measurement framework which includes indicators and
log frame;
• Develop processes/ procedures and tools that support the data collection and analysis
in a quality and credible manner;
Monitoring and Evaluation:
• Develop design/review and implementation of data collection systems to measure
indicators;
• Develop guidelines and tools to ensure activity and indicator tracking consistency
across countries;
• Ensure that monitoring and evaluation systems and procedures are well-integrated
and aligned with Mastercard Foundation and internal reporting systems and
procedures;
• Provide the necessary training and coaching to staff and NSs sub grantees on how to
use the data collection tool;
• Develop guidelines and processes that allow for monitoring and systematic data
collection and use in programme implementation and decision making;
• Undertake field monitoring visits with cluster delegations, CCU teams, technical and
NS teams;
• In collaboration with RCCE technical coordinator, support research, KAPB,
evaluations, or other relevant studies, to ensure they are timely, useful and ethical
and uphold IFRC’s and Mastercard Foundation criteria and standards;
• Develop terms of reference (ToR) for quarterly reviews of implementation process with
NSs to identify best practices for learning across NSs;
• Review progress from monitoring data gathered and develop learning focus for the
program;
• Develop and carry out midterm and end of program evaluation as required.
Analysis
• Lead data analysis and visualization of data collected to support program monitoring
and donor reporting;
• Drive the required analysis and related process for making recommendations for new
or improving performance opportunities;
• Provide detailed performance progress and analysis for the program at an established
frequency;
• Oversee the development and maintenance of protocols, and guidelines around datarelated processes, including survey design, data flow, data collection, data storage,
data management, data sharing and analysis;
• Support the Compliance and Coordination Unit to develop dashboards and other
visualization tools to inform decision making;
• Support National Societies to develop and improve e-data collection, analysis and use
of derived analysis.
Reporting
• Establish and manage a reporting timetable and deadlines for the program and
monitor this timetable to ensure all agreed deadlines have been met;
• Review and collate the narrative reports submitted to the Cluster Delegations by the
NSs and consolidate them for submission to the donor;
• Support in reviewing internal and external reports and ensure they meet the audience
expectation and IFRC standards;
• Review the KPI data submitted by the NSs / cluster delegations uploaded in DHIS2
• Manage efficient and effective quality control and delivery of reporting on program
ensure all reports are clear, accurate and informative;
• Ensure that all reporting on the operation is compliant with the Mastercard
Foundation standards and formats;
• Lead consolidation of all donor reports ensuring compliance with donor requirements.
Capacity Development
• Identifying PMER, data and related training needs for IFRC delegations and National
Society staff and ensuring they are trained to conduct their responsibilities effectively
and efficiently;
• Develop training package(s) in e-data, data management, analysis, visualization, and
its use;
• Play a leading role in coaching and developing PMER team’s skills in using data at the
delegations and NSs;
• Identify and secure opportunities for National Societies to build capacity.
Other
• Provide technical support in annual planning to ensure countries have annual plans
aligned to IFRC Strategy 2030, Agenda for renewal and regional plans.
• Support to external program evaluation
Qualifications, Skills and Experience:
- Bachelor’s degree in Monitoring and Evaluation, Project Management, Mathematics, Statistics, Economics, or relevant quantitative field from an approved, recognized and reputable university.
- Master’s Degree in performance management, Data Analytics or Monitoring and Evaluation or relevant field from an approved, recognized and reputable university.
- Relevant professional training or relevant experience in monitoring, performance-based management, planning or evaluation.
- At least 8 years of working experience in the relevant profession, and 3+ years in conducting monitoring, evaluation, learning, analysis and reporting; four (4) of the years with managerial responsibilities
- Proven experience in conducting data analysis using tools such as Excel, Stata, R, SPSS etc), visualization (using Power-BI, Tableau, Excel, etc) and Mapping (using ArcGIS or QGIS)
- Demonstrated ability to manage, track and report on program and organizational performance data
- Ability to analyze data and create clear, compelling visuals, dashboard and reports,
- Program management experience or exposure preferred.

- Demonstrated capacity for analytical and strategic thinking
- Good understanding/practice of planning, monitoring, evaluation and reporting issues

- Fluently spoken and written English
Desired:
- At least 3 years working experience in the humanitarian or development sector
- Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge and promoting new approaches to engaging partners
- Good command of another IFRC official language (French, or Arabic)
