Scope of work:
The consultant will be responsible for leading a participatory and technically rigorous process to develop the National Guidelines for the formulation of the District Climate Change Action Plans (DCCAPs). The assignment will be carried out over a five- month period and will include the following not limited activities:
Planning and inception; conduct an inception meeting with the contract manager to finalize on the work plan, methodology and deliverables.
Review of relevant policies, existing DCCAPs, sectoral plans, regional/international best practices to establish the national guidelines.
Stakeholder consultations: wider consultation across the board of the stakeholder to build ownership and gather insights.
Fieldwork and case study analysis: conduct selected field visits with and without DCCAPs to document practical experiences, challenges and success factors.
Drafting of the guidelines: Develop comprehensive, user friendly, and context appropriate guidelines that may include tools, templates and procedures for district level planning and budgeting.
Technical review and validation: present the draft guidelines for structured feedback and consensus building.
Final and handover of the revised guidelines.
Expertise required:
The selected Consultant shall have the following experience and qualifications:
Must poses a Master’s degree or higher in natural resources management, climate change, Agriculture and land use Management, Environmental Policy or Management, Public Policy, Geographical information and spatial analysis or other related disciplines.
Over 8~15 years of experience that relate to formulation of climate change related legal and policy frameworks (policies, plans and strategies) at national and sub national level
Proven experience in coordination and organisation skills of projects that relate to climate change management, conducting policy and institutional reviews, climate risk and vulnerability assessments and working with government ministries, districts, and/or development partners in Uganda or similar contexts
Familiarity with Uganda’s climate change policy framework, decentralization structures, and development planning processes is strongly preferred.
Proven experience in conducting policy research and analysis related to climate change, public finance, or fiscal policy.
Experience in stakeholder engagement and facilitating consultative processes with government entities, development partners, and civil society organizations.
Experience in capacity building and knowledge transfer related to climate finance or environmental budgeting.
Fluent in English with strong skills in both written communication and technical reporting.
Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
