The Sub-Programme Assistant, DPI Programme is expected to support the Subprogramme Officer to achieve the outputs as provided in the table below:

DUTY/RESPONSIBI LITY OUTPUTS OUTPUT INDICATORS ANNUAL TARGETS 1. Develop and publish the DPI Programme Performance Reports

1. DPI Programme Annual Performance Report (PAPR) issued DPI Sub-programme Annual Performance Reports (PAPR) 1

2. DPI Programme Semiannual Performance Report (PSPR) issued DPI Sub-programme Semi-annual Performance Reports (PSPR) 13. DPI Programme Quarterly Performance Reports (PQPR) issued DPI Sub-programme Quarterly Performance Reports (Quarter 1 and 3) 2 2. Undertake DPI Programme Reviews 1. DPI Programme Annual Review held Percentage of Subprogramme recommendations and undertakings followed up 100% 2. DPI Programme Semi Annual Review held Percentage of Subprogramme recommendations and undertakings followed up 100% 3. Hold DPI Programme Meetings 1. Functional DPI programme and Technical Working Groups (TWGs) Number of DPI Technical Working Group (TWG) meetings held 4 Approved minutes of Leadership Committee, PWG, and TWG meetings 4. Facilitate DPI Subprogramme Budgeting 1. NDP, environment, gender and equity compliant DPI Programme BFP issued Approved and fully compliant DPI Programme BFP 1 2. DPI Programme Priorities researched, agreed and funds allocated Approved DPI Sub Programme Vote allocations 1 5. Facilitate DPI Subprogramme External Reporting 1. Facilitate DPI Program Projects 1. DPI programme projects approved, tracked and reported on % of Sub-programme projects approved by the PWG and DC 7.

Undertake DPI Programme Studies and Policy Dialogues 1. DPI Programme studies and policy dialogues undertaken 90% Meetings with key stakeholders organised and deliberations accurately recorded;

PERSON SPECIFICATIONS

(a) Qualifications

(i) Bachelor’s Degree in Development Planning, Public Finance, Taxation, Economics, Statistics, Business Administration, Project Planning and Management, Monitoring and Evaluation;

(ii) Possession of a Master’s Degree specializing in Development Planning, Public Finance, Taxation, Economics, Statistics, Business Administration, Project Planning and Management, Monitoring and Evaluation will be an added advantage.

(b) Experience At least three (3) years of practical working experience in development planning, budgeting, public financial management, audit, monitoring and evaluation, taxation, monitoring and evaluation.

(c) (i) Other Competencies Technical  Management and coordination; Negotiation, planning and organizing; Management of Organizational Environment; Analytical, evaluation and research; Computer Knowledge; Data Management Report Writing and Presentation;

(ii) Behavioural Competencies Ethics and Integrity; Concern for standards; Effective Communication; Listening skills; Customer care; and Able to coach, guide and coordinate work of subordinates.
