The School Bursar is the Finance Officer of Makerere University Business School (MUBS), responsible for providing strategic leadership and oversight of the School’s financial management systems.
The officeholder shall: a) Lead the formulation and implementation of financial strategies, policies, and plans that ensure effective resource mobilization, allocation, and sustainability in line with the School’s Strategic Plan.
b) Ensure full compliance with applicable national financial management laws, regulations, and policies including public financial management, procurement, taxation, and accountability frameworks as well as international accounting and reporting standards.
c) Advise the Principal, Management, and Council on fiscal policy, investment opportunities, risk management, and long-term financial sustainability of the School.
d) Exercise stewardship over institutional financial resources, ensuring integrity, transparency, accountability, and alignment with good governance practices.
KEY DUTIES AND RESPONSIBILITIES:
The School Bursar shall be responsible for:
1. Providing strategic financial leadership by developing and implementing policies, plans, and strategies that ensure effective resource mobilization, allocation, and sustainability in line with the School’s Strategic Plan.
2. Preparing, consolidating, and monitoring budgets and work plans, ensuring alignment with Council directives, national planning frameworks, and statutory guidelines. 3. Ensuring proper revenue management and expenditure control, with effective systems for collection, custody, and lawful use of funds.
4. Maintaining robust financial management systems and internal controls in compliance with national financial management frameworks, procurement and accountability laws, and international accounting standards.
5. Preparing and submitting accurate and timely financial statements and reports to Council, Government, regulators, and development partners.
6. Coordinating audits and accountability processes, ensuring full cooperation, prompt responses to audit queries, and implementation of recommendations.
7. Advising the Principal, Management, and Council on fiscal policy, financial risk management, and prudent investment opportunities within applicable legal frameworks. 8. Promoting the adoption of digital financial management tools (e.g., IFMIS, ERP) to enhance efficiency, accuracy, and transparency in financial operations. 9. Leading, supervising, and appraising staff in the Office of the Bursar, fostering professionalism, integrity, and accountability.
10. Carrying out any other financial or statutory responsibilities as may be assigned by the Principal in furtherance of the School’s mandate.
KEY OUTPUTS
1. Approved strategic financial policies, plans, and budgets aligned with the School’s Strategic Plan, Council directives, and national frameworks.
2. Accurate and timely financial statements, budgets, and statutory reports submitted to Council, Government, regulators, and development partners.
3. Functional revenue management, expenditure control, and accountability systems, ensuring lawful, efficient, and transparent use of institutional resources.
4. Effective internal controls, financial risk management frameworks, and compliance mechanisms, consistent with national laws and international accounting standards. 5. Annual financial audits completed with minimal or no qualifications, and audit recommendations implemented within agreed timelines.
6. Operational and reliable digital financial management systems (e.g., IFMIS, ERP) in place to enhance efficiency, accuracy, and transparency.
7. A professional and accountable Office of the Bursar, demonstrated through staff performance management, integrity, and adherence to institutional values.
DESIRABLE ATTRIBUTES: The successful candidate must demonstrate:
1. Proficiency in modern financial management systems and international reporting standards, with capacity to drive digital transformation in financial operations.
2. Strong leadership, interpersonal, and communication skills, with a proven ability to manage teams and engage diverse stakeholders.
3. A solid record of managing large and complex budgets and providing sound financial advice to senior leadership and governance bodies.
4. In-depth knowledge of national financial management, procurement, taxation, and accountability frameworks, with practical experience in compliance and risk management.
5. High levels of integrity, accountability, and professional ethics, consistent with the Leadership Code Act and principles of good governance.
PERSON SPECIFICATION: Mandatory:
1. Honors Bachelor’s Degree in Accounting, Finance, Commerce, or Business Administration (Accounting/Finance option).
2. Master’s Degree in Accounting, Finance, Business Administration (Accounting/Finance), or a related field from a recognized institution.
3. Full professional qualification in Accounting (e.g., ACCA, CPA, CIMA).
4. Active member of ICPAU.
5. The applicant must have at least ten (10) years of progressively responsible financial management and accounting experience in an organization with governance and financial systems comparable to those of Makerere University Business School (MUBS), of which a minimum of five (5) years must have been served at Senior Management level (equivalent to PU5 or higher in the Public Service scale, or its equivalent in other reputable organizations).
The applicant must have worked in an Institution whose budget is at least 120bn.
