POSITION: SCHOOL DOCTOR

The School Doctor shall: a. Serve as the Head of the School Health Services Centre, a fully-fledged department under the Office of the School Secretary, responsible for the delivery of medical, preventive, and health promotion services to the MUBS community.

Provide clinical and strategic leadership for institutional health services, ensuring compliance with the Universities and Other Tertiary Institutions Act (Cap. 262), the Public Service Standing Orders, the Ministry of Health guidelines, and the Uganda Medical and Dental Practitioners Council regulations. Advise the School Secretary on institutional health policies, occupational health, disease prevention, and emergency preparedness, supporting student and staff wellbeing. Ensure that the School Health Services Centre operates to the highest standards of medical ethics, patient safety, and service quality, aligned with both national health frameworks and international best practices for university health services. KEY DUTIES AND RESPONSIBILITIES

The School Doctor shall be responsible for:

1. Planning, organizing, and supervising the delivery of comprehensive medical services within the School Health Services Centre, including preventive, promotive, and curative care.

. Providing medical diagnosis, treatment, and appropriate referrals, in line with national treatment guidelines and professional standards.

Developing and implementing institutional health policies, protocols, and emergency preparedness plans, aligned with Ministry of Health and MUBS requirements. Promoting public health and wellness programmes for students and staff, including disease prevention, mental health, reproductive health, and health education. Supervising and appraising medical, nursing, and support staff, ensuring professionalism, competence, and continuous professional development.

Ensuring compliance with occupational health, infection prevention, and environmental health standards, in accordance with national laws and institutional policy.

Maintaining proper medical records, health statistics, and reporting systems, and submitting periodic reports to the School Secretary and relevant Council Committees. Advising Management on health trends, risks, and interventions, to support institutional resilience and wellbeing. 9. Coordinating with external health facilities, regulators, and development partners to strengthen referral networks and improve service delivery. 10. Carrying out any other professional or administrative duties as may be assigned by the School Secretary or Principal in furtherance of the School’s mandate.

KEY OUTPUTS

. A fully functional, efficient, and well-managed School Health Services Centre. Timely and professional medical services provided to staff and students, including referrals where necessary.

Approved and implemented institutional health policies and emergency response plans. Comprehensive public health and wellness programmes integrated into institutional life. Accurate and timely health reports and statistics submitted to Management and Council. Demonstrated compliance with national health regulations, patient safety standards, and medical ethics.

A professional, high-performing, and accountable health services team.

PERSON SPECIFICATION Mandatory Requirements

A Bachelor of Medicine and Bachelor of Surgery (MBChB) from an Institution recognized by NCHE. A Master’s degree in Medicine, Public Health, Family Medicine, Internal Medicine, or another relevant clinical specialty from an Institution recognized by NCHE. Full registration and a valid practicing licence with the Uganda Medical and Dental Practitioners Council.

The applicant must have at least five (5) years of progressively responsible clinical and health services management experience in a hospital, or health organization with governance systems comparable to those of Makerere University Business School (MUBS), of which a minimum of three (3) years must have been served at Senior Management level (equivalent to PU5 or higher in the Public Service scale, or its equivalent in other reputable organizations). 5. 6. 7.

Demonstrated competence in clinical governance, health systems management, and emergency preparedness.

A valid Tax Compliance Certificate (TCC) from the Uganda Revenue Authority. Must be a Ugandan citizen aged below 55 years, with no record of professional misconduct or disciplinary sanction. Added Advantage

1. Specialized training in occupational health, emergency medicine, or health services management.

TENURE OF APPOINTMENT A five (5) year contract, renewable once upon satisfactory performance and in accordance with the Universities and Other Tertiary Institutions Act (Cap. 262), the Public Service Standing Orders, and the policies of Makerere University Business School.
