Job Title: Project Officer: Finance
Number of Vacancies: One (1)
Duty Station: MTWA offices in Kampala
Duration: Five (5) years ‐ Full‐time with a probationary period of six (6) months
Purpose of the job
The primary objective of the Project Officer: Finance is to oversee the Project’s financial, administration, monitoring, and reporting operations. The Project Officer: Finance will report to the Project Manager. The Project Officer: Finance will undertake the financial processes, keeping in line with the government and donor policies, internal control and Uganda’s Public Finance Management Act (PFMA). The Project Officer: Finance will report to the Project Manager and provide reports to the PMU, Technical Advisory Committee (TAC) and Project Steering Committee (PSC) as required.
Key Responsibilities
- Preparing, reviewing and presenting annual budget and workplans and periodically report on performance against budget for all budget lines.
- Establishing proper mechanisms for budget execution to ensure timely and efficient flow of funds and execution of Project activities.
iii. Keeping track of overall project expenditure inline with the Project Document and
Public Finance Management Act, 2015.
- Reviewing and consolidating financial reports received from partners and ensure that all partners operate in accordance with the approved budget.
- Preparing quarterly and annual financial reports about the project expenditure by all partners.
- Maintaining proper records of Project assets, liabilities, operations, and transactions. vii. Coordinating the Project Audit processes to ensure that Internal Controls and relevant
financial management prescripts, laws and regulatory requirements are adhered.
Qualifications and experience
Education
- An Honors Bachelor’s Degree in either Business Administration (Accounting & Finance) Bachelor of Commerce (Accounting) or any relevant qualification from a recognized institution.
- Full Professional accounting qualifications with membership to CPA or ACCA.
iii. Post graduate training in Finance and Accounting is an advantage.
Experience
- At least three (3) years of working experience in finance and accounting and in project/programme management in national or international projects or reputable organisation
- Working experience with the Government of Uganda donor-supported projects is an added advantage.
Knowledge and Skills
- Public Finance Management Act (PFMA), Treasury Regulations, and other relevant legislation, as well as Government financial policies and processes, including budgeting and reporting.
- Strategic planning and budgeting.
iii. Understanding of Tax laws and regulations.
- Understanding of accounting processes and procedures, and financial reporting.
- Understanding of GEF and UNEP financial procedures will be an added advantage. ii. Ability to establish and manage financial systems and controls.
