UMOJA Microfinance is seeking an experienced and dynamic HR & Administration Manager to lead and strengthen our people strategy across a growing, multi-site organization. This is a senior leadership role responsible for building a high-performance culture, optimizing workforce effectiveness, and ensuring efficient HR and administrative operations that support over 700+ employees nationwide.

Role Purpose
To provide strategic and operational leadership of the Human Resources and Administration function, ensuring the organization attracts, develops, and retains top talent while maintaining compliance, efficiency, and a positive workplace culture that supports business growth.
Key Responsibilities
HR Strategy & Leadership

Develop and implement HR strategies aligned with organizational goals and growth plans

Provide expert HR advisory support to senior management and departmental heads
-
Lead organizational development, workforce planning, and change management initiatives
Talent Management
-
Oversee recruitment, onboarding, and retention strategies to attract high-performing talent

Drive performance management systems, employee engagement, and succession planning
-
Design and implement leadership development and staff training programs
Employee Relations & Compliance
-
Manage employee relations, disciplinary processes, and conflict resolution
-
Ensure compliance with Ugandan labour laws, policies, and HR best practices
-
Develop and enforce HR policies, procedures, and internal controls
HR Operations & Administration
-
Supervise payroll, benefits administration, and employee records management
-
Lead administrative and facilities functions to ensure smooth daily operations
-
Oversee multi-site HR service delivery across branches nationwide
Data & Reporting

Develop and monitor HR metrics and analytics to inform decision-making
-
Prepare reports and dashboards for leadership on workforce trends and performance
-
Drive process improvements through data-driven insights
Essential Qualifications & Experience
-
Bachelor’s Degree in Human Resource Management or related field (Master’s degree preferred)

Professional HR certification is an added advantage
-
Minimum 7–10 years’ progressive HR experience, with at least 3 years at Head of Department or senior leadership level
-
Experience leading HR functions in a large, multi-site organization (700+ staff preferred)

Experience in microfinance, banking, or financial services industry is highly desirable

Strong knowledge of employment law and labour regulations
