ACTIVITIES

  • Operational Leadership & Delivery
    • Define and secure logistics resources (personnel, equipment, materials, contractors) required to meet drilling operations schedules and cost targets;
    • Monitor DSB performance against weekly/monthly KPIs; track operational metrics and cost performance;
    • Identify and implement cost optimization and efficiency improvements within the logistics perimeter;
    • Serve as focal point for logistics operations at Site level; coordinate across Project activities.
  • DSB Logistics Operations Management
    • Organize and oversee all DSB physical operations:
      • Infrastructure Readiness: facilities preparation, storage systems, utilities (power, water, fuel, sewage, waste management);
      • Materials & Inventory: receive, store, reconcile, and issue drilling-related materials; coordinate with TADM on material requirements and stock reduction
      • Contractor Interface: manage lifting contractors, transport providers, and logistics vendors; conduct Service Quality Meetings (SQMs); enforce contractual performance and HSE standards
      • Logistics Support Delivery: land transport, heavy lifting, and fuel management in support of drilling operations.
  • HSE Accountability & Risk Mitigation
    • Demonstrate personal adherence to HSE Policy and 12 Golden Rules; actively promote safety awareness within logistics and contractor teams;
    • Establish and monitor effective safety and environmental controls for all DSB operations (lifting, transportation, material handling);
    • Investigate and track HSE anomalies and incidents; organize corrective actions and monitor closure;
    • Participating in Department HSE objective-setting and risk reduction initiatives;
    • Serve as HSE liaison between TotalEnergies and external logistics contractors to ensure alignment on standards and expectations.
  • Reporting, Compliance & Information Management
    • Prepare weekly and monthly DSB operations reports; provide ad-hoc reporting on issues affecting safety, continuity, or costs;
    • Maintain accurate records and KPI/CPI statistics for cost allocation, invoice verification, and performance trending;
    • Serve as DSB focal point for IT tools (UNISOL ERP system); ensure compliant data entry and SOX standards compliance;
    • Ensure full compliance with Uganda legislation, Company procedures, and internal controls; uphold Code of Conduct.
  • Personnel Development & Team Management
    • Coordinate & facilitate required training for logistics personnel; allocate resources to maintain operational capability;
    • Conduct performance appraisals of direct reports in accordance with Company procedures;
    • Maintain personal technical competency through formal assessment (LSO CAP); act as technical coach for logistics teams;
    • Model continuous improvement behaviors; encourage problem-solving and creative operational approaches.
  • Materials Management
    • Contribute to regular monitoring and reconciliation of all physical stock held at Company sites;
    • Liaise with the Company entities (Field Operations, Drilling, Projects) and technical administrators (TADM) for stock optimization and reduction;
    • Track and manage inventory performance metrics; ensure material availability aligns with operational requirements.

QUALIFICATIONS/EXPERIENCE REQUIRED

  • Degree in Management Sciences, Engineering, or equivalent discipline.
  • Minimum 10 years’ experience in logistics base operations and materials management in oil & gas or similar industrial environment.
  • Good knowledge of operational constraints in Onshore drilling/production activities and logistics resources (base, lifting equipment, drilling operations).
  • Knowledge/understanding of Uganda legislation and Company standards: Environmental Protection, Health & Safety, Waste Management, Dangerous Goods; (iv) ERP knowledge: SAP preferred (SCOT and UNISOL MM/RLM modules); UNISOL competency required; (v) Analytical mind with organizational rigor; holistic approach to problem-solving and continuous improvement.
  • Capability to demonstrate strong leadership within diverse teams; ability to work under pressure and remain self-confident.
  • Ability to work independently, showing logical thought patterns, high organizational ability, and effective communication at all levels
