The Government of Sierra Leone with support from the International Development Association (IDA) of the World Bank has commenced the implementation of the Sierra Leone Land Administration Project (SLLAP). SLLAP is financed through a US$ 41.1 million grant. The Project Development Objective (PDO) is to establish as efficient and accessible land administration system.
The project will finance the implementation of land administration reforms as outlined in the government’s National Land Policy of 2015 and the Customary Land Rights and National Land Commission Acts 2022. Under component 1, the project will support institutional reforms by financing the establishment of a National Land Commission as well as District Land Commissions. The project will finance the required buildings, equipment, operational support and capacity building.
Further, the project will support land sector reforms. Component 2 will finance the establishment of a digital Land Management Information System (LMIS), including the design of the system and ICT infrastructure and digitization of paper-based land records. Component 3 will finance the demarcation and recording of customary land rights in rural areas and support the land title transaction system in the Western Area including Freetown. To facilitate the surveying work, the project will also finance a modern geodetic network. Component 4 will finance all project management-related aspects and Component 5 is a Contingency Emergency Response Component.
Objective of the assignment:
The purpose of the assignment is to support in a customer satisfaction survey by collecting primary baseline data and other key socio-economic indicators to establish a benchmark in relation to the project’s results framework against which progress can be assessed as well as obtain information that may be used to inform project management, implementation, and if necessary, project re-design.
Focus Group Discussions:
To obtain in depth information as experienced by target groups and key stakeholders should be obtained through several focus groups in each of the districts. To ensure effective participation whilst maintaining the dignity and sensitivity of the issues to be discussed, separate FGDs in terms of gender, age, and other demographics such as land ownership should be considered, and all discussions should be conducted in the preferred language of the participants. The FGDs should have a wide range of participants that will include community members, landowners, non-landowners, local authorities (chiefs, secret society heads, religious leaders, mammy queens, etc.), women’s groups, youth groups, PWD organisations, unlicensed surveyors, and other key stakeholders. The technical proposal should clearly describe how this will be ensured. The final composition of participants and number of FGDs should be agreed with SLLAP during the inception phase.
Key Informant Interviews:
Additional insight should be obtained from relevant stakeholders who have deep understanding of the issues of concern as identified in the research questions. The KIIs should explore among other things issues related to the efficiency and effectiveness of the operations of MLHCP, NLC and OARG as well as challenges in working with them to identify useful learnings and recommendations for SLLAP, MLHCP, OARG, and NLC. Stakeholders may include but are not limited to:
Staff of SLLAP/MLHCP, OARG, NLC, World Bank, partner MDAs, and Consultants;
Local council representatives, Paramount Chiefs, women’s leaders, youth leaders, PWD leaders;
Community stakeholders – CSOs, Non-Governmental Organizations (NGOs), Community-Based Organizations (CBOs);
Other – Lawyers, licensed surveyors, professional engineers/architects, investors/companies, private sector, etc.

Required qualifications are:
- Must be enrolled or have completed a tertiary education.
- Experience of having undertaken at least one of the same or very similar assignment
- Must have the experience in the use of electronic survey data collection tools such as kobo tool box.
- Excellent communication and writing skills, including interview skills
