Health care in sub-Sahara Africa has high fragmentation of initiatives from public and private players. The one-sided focus on protection of the patient privacy stifle opportunities for the patient to use their own data for their own benefit. These result in lack of patient empowerment, inefficient deployment of limited resources and restrictions on the exponential value potential at the level of the health system. Meanwhile, the digital revolution on the continent that is transforming other sectors is yet to revolutionize health financing and delivery. The traditional approaches need to shift and be replaced by models that pay for healthcare based on value rather than volumes and deliver health services based on digitally-enabled blended models that drive efficiency and higher value for payers, providers and patients.

What are we looking for?
To realize this ambition, PharmAccess is looking for an ambitious, self-driven team player to join the PharmAccess Ghana office in exploring and expanding our Innovative Care Models into sustainable business models. The Business Lead who will be based in Accra will be overall responsible for the further ideating, testing, developing and transitioning for scaling of (i) our blended care product (NCDCare) into a sustainable business model, and (ii) our value-based care model with National Health Insurance Authority (NHIA) and Christian Health Association (CHAG) in Ghana. The role holder will work closely with the Ghana team as well as with colleagues from Amsterdam office.
The Business Lead will directly be responsible for:

Product development: leverage deep personal understanding of emerging technologies and approaches with potential collaborators such as payers, medtechs, fintechs, telehealth service providers and provider networks to;

(i) ideate and explore human-centred models of value-based care offerings that deliver patient-centric care; that measures client care experience, clinical outcomes and costs; and pays providers based on clinical outcomes, quality of life and client care experience. The objective will be to achieve outcomes that matter to patients at optimal costs by incubating and testing alternative models of health financing in agile teams that deliver proof of concept of value to patients above volumes of care.

(ii) demonstrate the viability of a preferred model of value-based care by generating the evidence and developing a business case in readiness for scaling.

(iii) develop a minimum viable product for NCDCare program as a blended care product and value added digitally-enabled services for hypertension and diabetes management in Ghana.

(iv) implement a minimum viable NCDCare product to generate business insights and develop a business case in readiness for scaling.

Coalition building: build and maintain an optimal coalition of willing partners from groups such as within Ministry of Health, National Health Insurance Authority, Christian Health Association of Ghana, Private Health Insurance Association of Ghana, Private Health Facilities Association of Ghana, Ghana Health Service, Health Facilities Regulatory Agency, patient groups and other institutions and enterprises with enough flexibility to allow for ideation and testing using a sandbox approach.

Project and transition management: lead the project management for the development of the value-based care offer and NCDCare product for the Ghanaian market by working with other local and international team members. The Business Lead will also collaborate closely and manage key relationships and engagements within and outside of the organisation to ensure smooth transition of the minimum viable NCDCare product and value-based care model to other team members for scaling.

Reporting:  Prepare pitches and ensure quality management reporting for internal use concerning the product insights, evidence created, the business case, potential market dynamics, possible collaborators and partners.

Budget: Proactively manage and oversee the dedicated project budget lines to deliver results within strong budget control.

What are the required experience and skills?
We are seeking a Business Lead with strong entrepreneurial qualities and results‐oriented mind-set who can drive change and ensure the implementation of a viable business model.
You must have extensive knowledge and practical experience in business development and finance with knowledge of the health sector.
You must have the ability to engage with a variety of stakeholders from different cultures and be creative and resourceful in finding solutions.
The key experience and skills required are:
  • Curious-mindedness with a proven and successful track record of having directly developed and launched one or more consumer products within an African market. Proven ability to understand emerging technologies, identify market opportunities and ideate to test and create a business model for a product or service.
  • Adaptability and flexibility that underpins sound product development experience and caters for the iteration, design, support and supervision required for a cost-efficient high-quality product development strategy.
  • Strong analytical and business acumen with the capability to develop sound business case and corresponding pricing strategy for a consumer product as well as data analysis and interpretation.
  • Strong coalition management skills that allow for effective communication, good negotiations and networking for easy and understanding interaction with various stakeholders; ranging from experts in the new models of health financing to health care providers and professionals to end-consumers in the market.
  • Affinity and experience in leveraging technology to solve complex problems and a strong understanding of how technological roadmaps and solutions work in practice; previous Product Owner responsibilities are considered a plus.
  • Cross-culturally aware and a self-steering professional, balanced with open-mindedness and being an active listener with a passion for continuously validating products based on consumer needs.
  • Team player with strong project management and managerial skills that takes on overall project responsibility while empowering people to grow and further develop, thereby supporting the scaling of the team and its skills in line with the scaling of the product within the market.
  • Minimum of five years management-level experience in digital and data-driven product development
  • The Business Lead will work in close collaboration with PharmAccess team based in Accra and will regularly liaise with the Amsterdam team. You will directly report to and work with the PharmAccess Ghana Country director and participate in organization‐wide strategic and business planning as part of the management team of PharmAccess Ghana.
