- Lead the development and internal adoption of a strategy to tackle illegality in our oceans. Provide thought leadership in addressing overharvesting, associated human rights abuses in coastal and pelagic fisheries, MPA enforcement, and Other Effective Area-based Conservation Measures (OECMs).
- Assess CI’s existing initiatives to reduce illegal fishing across the Blue Nature Alliance, Global Field Divisions, The Center for Oceans and Americas Oceans’ global portfolio, and other leading organization programs to identify CI’s niche within the global ecosystem of efforts in this space. Develop the theory of change for advancing cross-divisional Illegality and Oceans workstreams, inclusive of a common language for key performance indicators.
- Conduct analysis and provide recommendations, but not legal advice on international and domestic law and policy, market access and monitoring control, and surveillance solutions and partnerships essential for the design of culturally and geographically sensitive solutions to addressing illegality at sea.
- Evaluate the legal frameworks governing fishing and human rights in CI geographies, such as the ratifications of ILO core conventions and international human rights treaties to inform responsive domestic, regional, and international policy pathways.
- Address environmental illegality & human rights abuses in seafood supply chains via business engagements with supply network actors in focal areas, such as the Eastern Tropical Pacific Seascape, the Suriname-Guyana Seascape, the Gulf of Guinea, the Western Central Pacific Ocean and Southwest Indian Ocean. Provide consultation on the UN Guiding Principles of Business and Human Rights, and new regulatory efforts such as the European Union Parliament Draft Directive on Corporate Due Diligence and Corporate Accountability.
- Provide insights on the strategic uses and translation of data analytics to support CI Country Program efforts to end illegal fishing, increase the transparency of commercial fishing, improve MPA enforcement, and reduce incursion on inshore exclusion zones (IEZs).

- QUALIFICATIONS
Required
- Bachelor’s degree and 7 or more years of experience in environment and human rights law, fisheries policy, or other related field
- Legal expertise and experience in the application of legal dimensions of fisheries management, marine conservation, and socioeconomic development issues globally.
- Experience at the regional, national, and international level, ideally in CI priority countries, in providing expert insights, but not necessarily legal advice as this will not be required on maritime laws, compliance and monitoring to government, businesses, and NGO on international and domestic laws and regulations pertaining to fisheries governance, marine management, and/or human rights.
- Experience in conceptualizing and quantifying the processes that enable a human rights abuse– environmental degradation – climate change nexus in our oceans, specifically looking at the multidirectional relationships between fish stock declines and labor exploitation.
- Experience in the sustainable seafood movement, seafood industry engagement, international marine fisheries management, and market-based conservation solutions.
- Knowledge of regulatory and governance mechanisms, and market commitments to protect human rights and reduce illegal fishing in key fisheries jurisdictions involved in distant water fishing.
- Experience engaging environment, human and labor rights, legal, and climate justice advocacy groups.
- Excellent technical and analytical skills, including demonstrated experience in project management. Proven ability in successfully interpreting and applying scientific information, data, models, and approaches to achieve practical results.
- Demonstrated organizational and time management skills, with proven ability to turn vision and strategies into outcomes.
- Proven ability to prioritize and meet deadlines. Adept at working in a fast-paced environment with changing priorities with limited supervision.
- Demonstrated ability to manage complex projects or initiatives involving multiple internal and external stakeholders.
- Excellent mediation, facilitation, and conflict resolution skills and experience.
- Superb oral and written communication skills.
- Team player and able to work effectively with diverse work groups in a multicultural environment.
- Fluency in English is required.
