The Senior M&E Officer will lead the design, planning, and implementation of monitoring and evaluation activities for the ATLAS project in Liberia and should be an experienced M&E professional who can work independently and guide others to properly implement M&E tools and methodologies. The Senior M&E Officer will work under the oversight of the Country Project Manager in Liberia but will also work closely with the Project Director and Winrock’s home office M&E experts in the organization’s Washington, DC, office. Travel outside of Monrovia is expected.
Specific responsibilities include but are not limited to:
- Lead updating of the project’s comprehensive monitoring and evaluation plan to incorporate new activities and efforts.
- Plan and lead implementation of the updated comprehensive monitoring and evaluation plan over the project period.
- Design data collection instruments to collect quantitative and qualitative information on project activities and results.
- Provide training and guidance to ATLAS staff on data collection instruments and M&E-related activities as necessary.
- Analyze and synthesize quantitative and qualitative data collected on project activities and results.
- Measure and track project indicators.
- Conduct field visits to monitor activities and results.
- Manage the project M&E database.
- Draft regular progress reports on project activities and results.
- Coordinate with the Project Director and home office M&E department.
- Provide direction and support to a Final Assessment consultant or team.
- Lead M&E closeout of the project in Liberia.
- Other duties as assigned.
QUALIFICATIONS:
Successful candidates will have substantial experience leading monitoring and evaluation activities in a senior-level position, preferably on projects or programs funded by international donors, and proven expertise in the design, planning, and implementation of project-wide monitoring and evaluation plans for international development projects:
- Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field required. Master’s degree or bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
- Minimum of five years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
- Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
- Experience developing and refining data collection tools.
- Experience with data quality assessments and oversight.
- Experience managing and providing training to others in M&E.
- Ability to facilitate and serve as a project liaison for externally-managed evaluations.
- Fluency in written and spoken English is required.
