The Institutional Capacity Building Specialist will oversee technical assistance provided by the Project to increase technical, leadership, management, and adaptive capacity of Ghanaian organizations including but not limited to government institutions and agencies, especially those involved in agricultural training, and civil society organizations.
Specifically, the Institutional Capacity Building Specialist is responsible for the following:
Improved Regulation, Delivery of ATVET
- Provide technical support services to government TVET/ATVET regulatory bodies (MOE, MOFA, CTVET, Ghana TVET Service, GTEC etc) on change management and reform
- Identify, prioritize, and analyze capacity gaps of TVET and ATVET regulators and coordination bodies
- Develop work plan for ATVET systems strengthening focused on improved communications and branding, performance management and tracer studies, resource mobilization/internally generated funding, etc.
- In consultation with the ATVET Specialist, support ATVETs to facilitate outreach to the private sector, promoting long-term resource sharing and partnerships
- Support ATVETs (farm institutes, agricultural colleges, TVETs, and tertiary agriculture programs) to develop private sector engagement strategies
- Provide the needed support to ACTIVATE staff on sustaining processes for developing and updating market-driven, gender-sensitive training programs, with strong employer engagement
Improved Organizational Capacity of Project Delivery Partners
- In collaboration with MERL Specialist, assess the capacity of ACTIVATE government stakeholders and implementing partners at the institutional level, design and implement capacity development plans as required and provide coaching & mentoring during the process of capacity development while measuring for impact
- Design and provide capacity strengthening to core implementing partners
- Regularly monitor and provide backstopping support for core implementing partners; ensuring alignment with project sustainability objectives
Program Planning and Knowledge Management
- Facilitate the collection and documentation of lessons learned related to institutional behavior change
- Provide timely inputs to program and donor reports related to this component in compliance with internal WUSC requirements and any relevant external donor requirements in close collaboration with the Project Director
- Prepare periodic work plans, reports and other documentations for key stakeholders and donors regarding the status of the project in close collaboration between WUSC and project partners
- Manage the budget and expenditure related to the components activities related to the work plan, in coordination with the Project Director
- Participate in TVET-related working groups and maintain close working relationships with counterparts in other relevant international NGOs in Ghana
- Participate in WUSC / Mastercard Foundation’s communications and program development work by providing data, information and other material for use with WUSC and Mastercard Foundation’s Canadian and international programming
- Undertake any other tasks assigned by the Project Director
- Work closely with the gender specialist and gender unit to facilitate more gender responsive ATVET programs
QUALIFICATIONS
Education
- Degree in education, economics, human resource development or a related field
- Minimum 7 years of relevant progressive technical experience in the design and delivery of capacity building services to public and/or private sector training institutions in Ghana
- Must have working experience on matters of education, agriculture or TVET reforms and supporting similar assignments in public sector or large non-governmental or International Cooperation Agencies
- Experience working with INGOS and various implementation partners, governmental and civil society
- Computing skills in office applications, including Word and Excel
- Ability to perform diverse and complex work
- Ability to work in a participatory manner within an international team
- Experience in various types of reporting
- Ability to think systematically and strategically while setting goals and planning priorities
- Demonstrate commitment to gender equality and belief in women empowerment and youth development
