World Hope International is seeking to hire a consultant/resource person to facilitate the formation of a Budget Advocacy Committee which will be responsible to advocate for funds for Anti Trafficking in person activities by the relevant MDAs and organizations.

- PROJECT BACKGROUND:
Under the PARC-TIP Project, WHI has partnered with African Programming Research Initiative to End Slavery (APRIES), a research institution of the University of Georgia, USA, to implement a project titled “Prevention and Response to Child Trafficking in Persons (PARC-TIP)” project with its overall goal to reduce child trafficking significantly and measurably in Sierra Leone. Activities include reduction of prevalence/ risks of child trafficking, prevention of child trafficking through awareness, and
identification of conditions that can lead to the prosecution of traffickers. The project is implemented in 4 districts in Sierra Leone (Kambia, Kailahun, Kono and Kenema) from 1st February 2021 to 31st March 2024.
- ORGANISATIONAL BACKGROUND:

- THE TASK:
The Committee will be charged with the following tasks:
- Advocacy for the TIP Secretariat to have enough funding to run its activities and implement its programs.
- Advocacy for the survivors’ trust fund to be adequately funded.
- To support the TIP Secretariat to develop proposals, concept notes, budgets etc., to solicit funds from donors and well-wishers.
- Advocating with the Ministry of Finance to increase budget allocation to the MOSW and thereafter, advocate with MOSW to increase budget allocation to the TIP Secretariat for administration and programs as well as funding for the Survivors Trust Fund.
- Advocate with private individuals, businesses, companies, corporations, philanthropists, donors etc., to fund the activities of the TIP Secretariat and the Survivors Trust fund.
- The Committee is not a statutory body, but a structure put in place to help the TIP Secretariat achieve its objectives.
- The Committee will work in partnership with the Parliamentary Technical Working Group, under the Advocacy Project implemented by Parliament funded by APRIES. Both groups will be complimenting each other’s effort to advocate for funds for Anti-TIP activities.
- PURPOSE OF THE CONSULTANCY:
The purpose of this assignment is to establish a budget advocacy committee and support them with capacity building and other resources for them to do their work well. The specific objective of the consultancy is to

- Develop TOR for the committee.
- SCOPE AND METHODOLOGY
To conduct the desk review of the following instruments.
- PARC-TIP project document/ KPIs
- Anti-Human Trafficking Act 2022
- ATIP Taskforce National Action Plan
- Government of Sierra Leone Budgets (F/Y /24) with a focus on government allocations to Anti-Human Trafficking programs and youth participation in the budget preparation process.
- Site visit to project locations and consultation with stakeholders at operational level The role of World Hope International in the assignment:
WHI will be responsible for the following tasks in support of the assignment:
Facilitation of the resources to the consultant to deliver the assignment. ii. Reviewing the draft review report to ensure the final product is reflective and carries strong evidence for the purpose of advocacy.
iv. DELIVERABLES
vi .The consultant is responsible for delivering the following tasks and outputs in the agreed timeframe.
vii. A completed Budget Advocacy Committee Operational Framework and report on the sustainability of budget for Anti-human trafficking efforts in Sierra Leone. viii. Capture three-layer consultation views across the PARC-TIP operational districts on the selection criteria of the budget advocacy committee, TOR, meeting timeline, and follow –up mechanism with the Anti –Human trafficking Secretariat annual work plan implementation and other relevant recommendations. ix. An engagement/advocacy strategy to influence policies related to Anti-Human Trafficking but more specifically child trafficking and child labor.
- In consultation with the Anti-Human Trafficking Secretariat develop a criteria and present list of proposed Budget Advocacy Committee members (e.g., Individuals and Organizations).
- Determine the total number that make up the membership of the committee and specific positions if necessary.
xii. GOVERNANCE AND ACCOUNTABILITY
xiii. WHI Prevention Programme Manager with support from the Anti-Trafficking Secretariat in the Ministry of Social Welfare is the responsible person and accountable to ensure that this assignment is achieved as planned. Therefore, the consultant will report to Prevention Programme Manager representing World Hope International.
xiv. The consultant (in the case of a firm) is expected to appoint the focal person for the assignment. The appointed person will be the team lead for the consultancy and all coordination and communication during the execution of the work will pass through him/her.
PROFILE OF THE CONSULTANT
xvi. The Consultant should:
xvii. Have experience in conducting similar assignments at national level. xviii. Be a proven researcher with pieces of evidence of delivering such assignments for NGO or government.
xix. Have a thorough knowledge of the planning and budgeting cycle and processes in Sierra Leone.
- Have knowledge and experience in policy analysis and advocacy, especially in the areas of Anti-Trafficking at both National and Sub national level.
xxi. Be Familiar with the NGO context.
xxii. Can work efficiently and deliver committed outputs under the assignment within agreed timelines and deadlines.
xxiii. Should not be a current government employee.
