Essential Job Responsibilities:
- Provide strategic leadership to field MEL team in improving program quality and performance, as well as feed into the broader ER-CAP M&E system and approaches, in close coordination with regional program coordinators and MEL/CARM specialists.
- Designing and providing leadership on activities for building data literacy skills important for interpreting and acting on intervention and overall program-level data
- Contributing to the development of decision support tools and analytical products to integrate evidence into program design, monitoring, evaluation, and management.
- Collaborate with technical leads across the program and build processes for regular feedback loops to ensure integrated program delivery and adaptive management.
- Build the capacity of partners and financial service providers on regular monitoring and documentation skills in contribution with the overall impact measurement
- Update and implement the Activity Monitoring, Evaluation and Learning Plan (A-MELP) inclusive of IPTT with indicators, pivot log, measurement details and annual targets.
- Update indicator performance tracking in Mercy Corps’ TolaData platform.
- Facilitating learning events and bilateral sessions with key program stakeholders (particularly at regional level) using evidence to draw insights on and estimate individual contribution to collective resilience outcomes
- Manage the Learning and Research Plan to track and document evidence around critical learning questions and coordinate learning activities toward answering them.
- Support with quality documentation through comprehensive quality writing, and synthesizing evidence to generate knowledge and learning products
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one one-on-ones and performance reviews.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Play an active role in hiring, orienting and leading team members as necessary.

- Minimum Requirement:
- BA/S or equivalent, preferably in Economics, Statistics, business administration, public administration or international development. MA/S in similar relevant fields preferred.
- 5 years of professional experience in a relevant field for international development programs; USAID or other donor, or NGO preferred.
- A minimum of 4 years of experience in monitoring and evaluation management on development or recovery programming.
- A minimum of 4 years of experience in monitoring and evaluation management on market systems development programming, including:
- Undertaking market assessments and writing market assessment reports
- Participating in the design of MSD programs and supporting proposal development
- Supporting development of robust results measurement systems, measuring impact on beneficiaries and system change
- Ability to work independently on multi-task load.
- Excellent communication and organizational skills.
- Fluency in written and oral English and Amharic languages. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
