MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
a. Education: Minimum of bachelor’s degree in computer science, Information Management
or equivalent.
b. Prior Work Experience: Five years’ experience in Computer networking or system
administration.
c. Language: Level IV English ability (fluent) and Amharic.
III.EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with candidates in accordance
with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to
establish a competitive range of candidates with whom negotiations will be conducted
pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the
number of offers that would otherwise be in the competitive range exceeds the number at
which an efficient competition can be conducted, the CO may limit the number of candidates
in the competitive range to the greatest number that will permit an efficient competition
among the most highly rated offers. The FAR provisions referenced above are available at

Rating factors are used to determine the competitive ranking of qualified candidates in
comparison to other candidates. Candidates must demonstrate the rating factors outlined
below within their resume, as they are evaluated strictly by the information provided. The
rating factors are as follows:
EVALUATION FACTORS
EDUCATION (10 points): Points will be given for (1) education above the minimum
level and/or (2) specialized education pertinent to the position. and/or (3) IT industry level
certification and training on Help Desk/Desktop Analyst Certifications (A+, Network+,
ServiceNow), Network Certifications (CCNA, CCNP, CCIE) and Microsoft (MS)
Desktop, Server and cloud certificates.
WORK EXPERIENCE (40 points): Additional points will be given for (1) experience
in Website development and use of most popular programing languages used by web
developers (2) experience in wired and wireless Cisco network installation and
maintenance; (3) experience in giving guidance on safe use of computer systems and
providing trainings.
KNOWLEDGE (30 points): Demonstrated knowledge of latest information
technology industry concepts and practices; computer hardware, computer systems
operations and their application, and the policies and procedures relative to equipment
requirements planning, acquisition, funding, and justification. Demonstrated knowledge of
the principles, techniques, and methodologies involving computer system analysis,
programming, operations, and related aspects of telecommunications. This includes
knowledge of LAN administration, wide area network (WAN) connectivity; with servers
running Windows and CISCO Systems; setting up and configuring hybrid networks,
running the above-mentioned network operating systems; installing and configuring LAN
server hardware and software; establishing security measures and protection; familiarity
with a variety of network hardware, including switches, routers, riverbeds; comprehensive
knowledge of client/server environments. Demonstrated knowledge of the principles of
personnel, project, financial, and equipment resource management.
SKILLS AND ABILITIES (20 points): Demonstrated ability to articulate system
technical functions and operations to the management and to regular users in a nontechnical method that allows quick and easy learning while maximize productivity
potential. Demonstrated skills in the use of system manuals and administrative references
to support efficient management responsibility in the areas of system design, equipment
procurement, financial and personnel management.
