DREAMS Program Implementation Support:
Strategic Guidance
- Provide overall technical guidance to USAID DREAMS implementing partners on DREAMS program implementation with fidelity, including providing expert guidance on the implementation, monitoring and evaluation of layered core package of primary and secondary interventions for each AGYW age band.
- Support USAID DREAMS implementing partners to improve program completion rates across all age bands in each focus district to 75% and above
- Work closely with the USAID Mission Prevention Specialists to ensure that DREAMS implementing partners are rolling a quality program with fidelity.
- Provide on-going technical assistance to USAID DREAMS implementing partners to ensure that activities are evidence-based and that services are transparent, equitable, of high quality and responsive to AGYW needs.
- Provide technical leadership to DREAMS implementing partners on integration of quality improvement (QI) approaches in program planning, implementation and monitoring.
- Ensure quality of DREAMS programming at facility and community-level through monitoring compliance to national and international guidelines, approaches and tools and provision of supportive supervisions to Implementing Partners (IPs).
- Prepare weekly reports to update the USAID Mission health team on progress of DREAMS surge for quality
- Complement technical support being given to the DREAMS IPs by the economic strengthening and other consultants and the PEPFAR DREAMS field monitor.
Monitoring, Evaluation and Reporting
- In collaboration with USAID’s Strategic Information staff, regularly analyze and interpret DREAMS data on a weekly basis to generate key results and trends to assist the Mission maintain a highly nimble DREAMS program.
- Encourage continuous data utilization and reviews through analysis and generation of weekly data flow charts on display at DREAMS sites and to the USAID health team through a weekly dashboard.
- Participate in continuous data quality assessments (DQAs) in collaboration with SITES to measure the quality of data and provide a continuous improvement plan to ensure the quality and reliability of program data.
- Help harmonize the key players for DREAMS in the region including USAID implementing partners and district health offices.
- Provide weekly reports to the USAID Mission on progress regarding target achievements, data quality, continuous learning reviews and any other issues of concern.
- Encourage learning sessions focused on what’s working best from all implementing partners in a region or country
- Regularly undertake site visits to USAID supported programs to assess the quality of services, provide expert advice and guide implementing partners on how best to ensure layering of primary and relevant secondary interventions across of AGYW age bands.
- Monitor and make recommendations to resolve implementation obstacles to ensure judicious use of USG funds and effective implementation of DREAMS interventions.
- Ensure that all DREAMS implementing partners are implementing recommendations from USAID DREAMS systems reviews
- Work closely and in collaboration with the SITES DREAMS focal person for M&E technical assistance
- Coordination with USG and Key Stakeholders
- Ensure that USAID DREAMS successes, best practices and approaches are shared widely with partner country officials, private sector, civil society and other donors.
- Represent USAID as needed at designated district and national meetings that relate to DREAMS
- Briefing papers, presentations as well as site preparations related to DREAMS
- Support the USAID Mission health team respond flexibly and capably to a wide range of work-related requirements including responding to requests for information from HQ, Congress and OGAC.
Qualifications
Education: Master’s Degree in Public Health, Social Work, International Development or another relevant discipline. Other relevant training or certification to augment university and graduate degrees and work experience is a plus.
Prior Work Experience: At least five (5) years of progressively responsible, professional experience in HIV/AIDS, preferably with USAID, USG, and/or other multi-lateral or bi-lateral organizations. Prior DREAMS work experience a must. Increasingly responsible experience in the design, implementation, monitoring and evaluation of HIV/AIDS prevention initiatives in developing countries and/or in generalized epidemics. Demonstrated knowledge of PEPFAR processes through which HIV/AIDS programs are planned, reviewed, approved, implemented and evaluated.
Skills and Abilities: Demonstrated knowledge of the host country’s development and HIV/AIDS program dynamics, particularly the social, economic and cultural determinants and implications of the HIV epidemic in the country. Demonstrated understanding of state-of-the-art HIV/AIDS prevention initiatives and the current priorities at national and global level. Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation. Experience in analyzing HIV/AIDS epidemiological data and translating data into practice. Demonstrated knowledge of or experience working with PEPFAR.
Ability to present information, analyses, and recommendations in clear written and oral formats; and, the ability to travel to regions and districts within a country. Ability to independently conceive, plan, organize, manage, and evaluate important, diverse and complex work projects. Excellent analytical, technical and project management skills to review and provide substantive feedback on concept papers, proposals, program descriptions/scopes of work, performance reports, and other technical and programmatic documents. Ability to respond professionally and adjust in fluid situations in order to meet deadlines in the face of competing priorities and time pressures.
Excellent interpersonal skills, including diplomacy and tact, to work effectively with people at all levels, from senior officials to support staff, in a culturally diverse environment, accepting divergent points of view and help find consensus to achieve team goals. Ability to exercise diplomacy, judgment and sensitivity in conflict situations that may arise in working with inter-agency teams, ministries, districts, civil society officials, implementing partners and other donors.
Ability to develop positive working relationships within the USG including across USAID, the CDC, the State Department, the Department of Defense, and Peace Corps. Ability to establish and maintain effective working relationships with implementing partners, private sector partners, other donor partners, and both central and district level of government. Demonstrated skills in mentoring and building technical and institutional capacity of local organizations.
