GH-TAMS seeks experienced PEPFAR Coordinator or Deputy Coordinator candidates for upcoming assignments managing and assisting PEPFAR country inter-agency programs. Assignment duration and location varies, with most assignments between four to six months in duration and located in African and Asian nations.
Anticipated assignments to start early 2024.
Responsibilities
• Coordinate day-to- day actions of the PEPFAR country interagency program and facilitate
dialogue between the field and headquarters interagency teams, providing leadership, and
making key strategic decisions about the management of the PEPFAR country program
• Manage the annual interagency Country Operational Plan (COP) submission, providing
oversight and playing a leadership role in interagency budget development, coordinating
the strategic direction summary, target development, and engagement of civil society and
stakeholders. If necessary, contribute to the development of submission timelines and
roadmaps as well as PEPFAR budgets, targets, and key PEPFAR Operational Plan documents.
• Advise the U.S Ambassador and Deputy Chief of Mission on PEPFAR issues – draft remarks,
brief on program issues, facilitate dialogue with the Minister of Health, facilitate dialogue with
the Global PEPFAR Ambassador, coordinate visits to PEPFAR partners and sites
• Facilitate the review of quarterly program data, presentation of quarterly results to in-country
stakeholders, and performance review calls with headquarters; if necessary, provide support to
the interagency strategic information team to ensure PEPFAR country program data is
analyzed, cleaned, reported, and presented in a timely manner
• Advise in technical and policy discussions about the HIV/AIDS response in-country with the
Ministry of Health, Global Fund, other development partners, and the PEPFAR in-country
interagency team
• Coordinate quarterly meetings to share PEPFAR country programmatic results with the Minister
of Health, civil society organizations, PEPFAR implementing partners, and key stakeholders
• Represent PEPFAR at global HIV conferences, PEPFAR conferences, in-country technical
working groups, and AIDS development partner meetings
• Manage staff in the PEFPAR Coordination Office
• Prepare briefers, cables, formal remarks, and talking points about PEPFAR program
results, targets, and strategic direction to respond to requests for information from PEPFAR
headquarters, the PEPFAR interagency program, the U.S Embassy Front Office and the
Ministry of Health
Qualifications
• An advanced degree in Public Policy, Public Health, Business Administration or another related
field is required
• Eight plus years of senior-level experience managing HIV/AIDS or public health programs, with
at least four years managing and implementing HIV/AIDS programs
• Experience managing PEPFAR programs as a former Country Coordinator or Deputy
• Proven track record of strong leadership skills
• Excellent interpersonal skills, including experience successfully interacting with host
government officials, civil society partners, and other stakeholders
• Previous experience working and/or living in developing countries required
• Strong interpersonal and communication skills required
• Willingness to travel to work sites and other offices as/when requested
• Proficiency in English; other languages, such as French and Portuguese, is highly desirable
• U.S citizenship or green card status due to USAID security access requirements (individuals
with current or prior Facility Access or USG Security Clearance a plus)

International Business & Technical Consultants, Inc. (IBTCI), is the prime contractor implementing the $125 million USAID-funded Global Health Technical Assistance and Mission Support Project (GH-TAMS) activity. Along with its subcontractor, Dexis Consulting Group (Dexis), IBTCI provides the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency’s foreign assistance global health mission (October 2019-October 2024). GH-TAMS technical assistance supports over 65 Missions and 19 GH Offices and other Bureaus covering a broad range of technical areas and cross-cutting issues such as HIV/AIDS, family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
