Essential Functions
- Provide overall technical leadership in the design and implementation of HSS interventions in coordination with key project technical leads.
- Ensure technical integration and alignment across technical teams to assure high- quality project deliverables.
- Serve as a key technical liaison and work collaboratively with USAID, the Ugandan Ministry of Health, other health IPs, and numerous GoU institutions and representatives, particularly at the regional- and district-level, to design and implement HSS and integrated health and HIV strengthening activities.
- Build, maintain, and effectively manage strategic partnerships and collaborations for the project at national, regional, and district levels.
- Ensure efficient implementation of project activities and timely reporting of activities internally and externally.
- Lead provision of technical support to develop relevant HSS and integrated health policies, guidelines, training materials, standard operating procedures, and job aides.
- Ensure coordination with — and provide support for — development and implementation of digital technology initiatives.
- Work with the MEL Director in promoting the use of data for decision-making at all levels of the health system.
- Promote a team approach that emphasizes performance, creative approaches, accountability, and the achievement of personal and project goals.
Qualification:
- Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, health economics, health system management, or other relevant areas.
- At least ten (10) years of experience in managing and/or implementing integrated HSS programming in a similar context, with technical experience in two or more areas (human resources for health, community health, integrated health systems) and at least three of those years working in Uganda as a senior advisor.
- At least five years of experience working on a USAID-funded activity in a senior-level role (project director, technical director, or technical advisor/manager).
- At least five years of supervisory experience of teams and fostering a collaborative environment to achieve goals, advance project activities, and produce high-quality deliverables.
- Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
- Experience supervising technical staff in the implementation of integrated health programming.
- Excellent interpersonal, writing, and English language oral presentation skills.
