The International Federation of the Red Cross and Red Crescent (IFRC) seeks a photographer/videographer to capture success stories from the Community Epidemic and Pandemic Preparedness Programme (CP3) in various countries in Africa and Asia. IFRC will organize field missions for the audio-visual professional to be able to document quality photos and videos from the required countries. In addition, the consultant will review and use existing footage from previous CP3 country missions to produce two new videos.
Objectives:
- To produce a set of high-quality pictures of the activities, people involved, and people supported through the CP3 programme in various countries.
- To collect video footage from CP3 programme activities and record testimonials under the guidance of CP3 programme managers.
- To produce formatted videos for the IFRC’s YouTube and social media platforms in full accordance with IFRC brand guidelines and house style.
- Coordinate with IFRC CP3 programme staff at HQ, regional and country cluster level to ensure the quality of products to be developed, align and coordinate the implementation of communications products.
Job Duties and Responsibilities
Develop a filming plan based on the topics, locations and stories suggested by IFRC. The consultant will provide technical advice on the content and format of videos. This plan should include a shot list and a calendar of activities agreed upon with IFRC.
Film and produce two thematic videos (max. 4 minutes each) per country visited showing programme activities, interviews, and supporting images based on the plan developed. When appropriate, the consultant can use existing stock footage provided by IFRC or the relevant National Society in-country.
Deliver additional versions of videos with English subtitles. The consultant must translate, or work with the relevant National Society to translate, the script if the interviewees used the local language and needs to submit it for approval before incorporating it into the videos.
Edit these thematic videos and adjust for YouTube and social network formats (horizontal/vertical/square formats) as needed.
Produce an additional two thematic videos using existing footage (interviews and b-roll) from other CP3 countries (exact topics to be confirmed).
Deliver one 30-minute video sequences of activities or stock shots (b-roll) per country consisting of raw footage of activities, landscapes and interviews captured during the audio-visual production. The b-rolls must be accompanied by a time-stamped description in English.
Deliver 50 high-quality photos, HD format 1920 x 1080 / 300 dpi. or higher per country. The material must be delivered in RAW (.tiff) and image (.png) format with complete metadata. Photos must be accompanied by a document with additional information about the files (caption, location, activity, date, etc.).
NOTE: Photos and videos must have the informed consent of the people featured. The consultant must coordinate with the programme manager to ensure that the appropriate consent forms are gathered. Photos and videos must meet the necessary requirements to be added to the IFRC’s audio-visual database, shared.ifrc.org, and present people in an ethical and dignified way.
Methodology: documentation of programme activities, focus group discussions, volunteer/key informant interviews targeting household members, local community leaders, programme partners, Ministry of Health, Ministry of Agriculture and Livestock leaders, etc.
Potential topics to focus on (exact topics will be agreed with colleagues in the respective countries):
- In Sierra Leone: Training/engaging traditional healers, preparing for and responding to diseases (such as rabies, peste des petit ruminants (PPR), Ebola), collaboration with radio stations, mobile cinema, working with mother’s clubs, community-based surveillance
- In Indonesia: Community-based surveillance, One Health, engaging stakeholders (govt/private sector/media) in epidemic preparedness, preparing for and responding to diseases (such as dengue fever, diphtheria, measles, rabies, anthrax)
Topics for potential Cameroon and Democratic Republic of the Congo missions to be confirmed.

Documentation Quality & Ethical Standards
The consultant shall take all reasonable steps to ensure that the documentation process is designed and conducted to respect and protect the rights and welfare of the people and communities involved and to ensure that it is technically accurate and reliable.
It is also expected that the documentation will respect the seven Fundamental Principles of the Red Cross and Red Crescent: 1) humanity, 2) impartiality, 3) neutrality, 4) independence, 5) voluntary service, 6) unity, and 7) universality.
Management of consultancy
The consultant will work under the guidance of the IFRC programme manager in Geneva; in close coordination with the IFRC CP3 managers for Sierra Leone and Indonesia, and potentially Cameroon and DRC, who will organize field visits; and with two IFRC CP3 communication consultants to select success stories to be documented from a list of pre-identified examples from programme activities implemented in the countries.
The consultant will be contracted by the IFRC, and the standard contractual terms will apply. National Societies will provide vehicles to facilitate the movement of the consultant and programme team in the field. The consultant will cater for his/her own accommodation and include these costs (with supporting invoices) in their invoice, if this is not organized by IFRC directly. If the purchase of music is needed for the edited films, this expenditure can also be included in the consultant invoice, with supporting documents. The selected consultant will have to share a proof of health insurance, to be organized and paid by them prior to signing their contract.
Experience
Required
- A professional videographer/photographer/film-maker with solid experience (minimum 10 years) in the production of audiovisual communication materials in developing countries for complex international NGOs, UN agencies and charities.
- Experience producing and developing attention-grabbing, engaging and ethical video content for social media that conveys complex humanitarian/development topics in an accessible way.
- Experience in conducting similar consultancies with demonstrable evidence of producing high-quality results.
- Sound editorial judgement and experience in sensitively gathering testimony from people in humanitarian contexts in a humane, dignified and respectful way that ensures their informed consent and comfort throughout.
- Experience in training staff in storytelling and video, photo and audio skills.
Preferred
- Experience in the production of humanitarian communication materials and familiarity with key humanitarian topics and principles. Knowledge of public health issues in Sierra Leone and Indonesia would be an asset.
- Experience with the International Red Cross and Red Crescent Movement and familiarity/experience with the IFRC’s health programming would be a particular asset.
