NRC has been working in the North West and South West Regions since 2018 responding to the needs of IDPs and host communities affected by Anglophone Crisis that began since 2017. The purpose of the Wash and Shelter Assistant Hard is to assist the WASH/Shelter Officer Hard in supervising the implementation of all construction related WASH and Shelter activities in the South West Region. He/she will ensure effective quality implementation of the WASH and shelter activities in the South West. He/she will also work closely with the implementing partners, WASH, and Shelter staff in the field to ensure timely delivery of WASH/shelter activities and will assist the WASH/Shelter Officer Hard in the follow up of the field projects and reporting.

RESPONSIBILITIES
A. Generic Responsibilities
- Ensure compliance with NRC policies, guidelines, and standards
- Ensure compliance with WASH and Shelter cc strategies, tools, handbooks, guidelines, and standards
- Guarantee WASH / Shelter specific technical responsibility for implementation and documentation of technical activities of the CCs project(s)
- Guarantee WASH / Shelter specific technical responsibility for the quality control and monitoring of project activities
- Provide specific technical support and capacity building towards project staff
- Provide specific technical analysis and feedback to NRC representatives in coordination forums
- Assess, promote and document ideas for technical improvement and further program development options
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
B. Specific Responsibilities
- Plan and supervise quality control of WASH and shelter construction or rehabilitation works across the different modalities (e.g., through contractors, cash-based, beneficiary-driven…)
- Ensure quality of WASH and shelter construction or rehabilitation works through conducting regular field visits and providing guidance to field teams
- Produce and contextualize technical tools to support implementation of the program by the team (field supervision checklists, report templates, data collection tools, etc.)
- Support the tracking of assistance provided for project management, logistics and finances reconciliation, accountability, and M&E (beneficiary counting)
- Ensure weekly quality check of evidence/sources of verification (collected by assistants from the field)
- Ensure the inclusion of Safe and Inclusive Program (SIP) considerations, particularly to guarantee accessibility and the safety of beneficiaries
- Initiate purchase requisition and follow up the procurement process goods, materials and services for WASH and shelter activities (including the elaboration of tender documents, technical designs, BoQs and the technical evaluation of bids).
- Define in-kind / cash-based modalities based on market assessments
- Support the incremental integration of NRC Minimum Environmental Requirements
QUALIFICATIONS
C. Generic Professional Competencies
- Documented results related to the position’s responsibilities
- Demonstrated experience with project implementation position in a humanitarian/recovery context
- Demonstrated experience within technical expertise area of WASH and or Shelter with a focus on hardware aspects
- Previous experience from working in complex and volatile contexts
- Be willing and able to travel and work regularly on the field (outside office)
- Fluency in English, both written and verbal
D. Context/Specific Skills, Knowledge, and Experience:
- Holder of a Bachelor’s degree in Civil Engineering, Rural Development, Sociology and/or Related Field
- Knowledge of the context in the Northwest and South West Regions of Cameroon
- Demonstrated experience of communication and community engagement (Focus group discussion, IEC techniques…)
- Demonstrated experience within technical expertise area of WASH and or Shelter with a focus on Software aspects
- Experience from working within technical expertise area in a humanitarian/ recovery context
- Knowledge of the local language in the NWSW
- Mastery of MS Tools
- Mastery of Auto CAD, GIS MS EXCEL
- Experience in construction planning management and project management is required
- Knowledge in quality assurance and control is required
- Experience in sociology is a plus
