You will work in close collaboration with the Sector Heads and Administrative and Finance Managers based in France, and the Thematic Coordinators and Program Managers present in the field. Through regular missions in the field, your main functions will be around 5 axes:

  1. Representation of Inter Aide and strengthening of partnerships:
  • Representation with institutional and technical partners
  • Support headquarters and program managers in monitoring protocols of understanding with these partners.
  • Accompany visits to headquarters or partners in the field
  • Monitor and follow political developments in the country.
  1. Administrative and financial monitoring and control
  • Ensure the application of the NGO’s internal regulations and established procedures, ensuring compliance with Sierra Leonean regulations in force.
  • Support teams in carrying out their administrative and financial missions, through training proposals and checking the implementation of protocols, so that they acquire more autonomy and rigor;
  • Ensure proper preparation for internal and external audits;
  • Ensure compliance with purchasing procedures and conformity of parts;
  • Guarantee the quality of budget monitoring and accounting and financial reports;

You are responsible for the budget allocated to common expenses (logistics and administrative), joint purchases and the monthly financial report.

Management of the logistics and administrative team

This project support team is made up of 26 people (including guards and drivers), spread over 3 bases (Makeni, Kamakwie, Port Loko).

In close collaboration with the Administrative and Financial Manager based at headquarters, this will involve supervising this team in its project support mission:

  • HR management of the team (contracts, payroll, monitoring of leave and other related tasks, as well as professional and development interviews);
  • Coordinate logistical and administrative activities;
  • Carry out regular inventories of different stocks;
  • Ensure the inventory tracking database is updated.
  1. The privileged relay between the field and headquarters, as well as between the different programs
  • Maintain regular communication with Program Managers as well as with headquarters;
  • Develop formal and informal exchange mechanisms between programs (weekly management meetings, logistic meetings, thematic meetings, etc.)
  1. In close collaboration with headquarters, ensure the management of human resources for field teams
  • Manage and sign local contracts for program managers and the log/admin team;
  • Disseminate and sign internal rules and salary scales;
  • Ensure the application of administrative and security measures taken jointly with headquarters.

Required profile :

  • You have higher education in project management, communication, international solidarity administration or other relevant training.
  • You have skills in accounting and financial management, logistics management, team management and administrative and legal management.
  • You have had professional experience in a similar position or context of at least 4 years. You have worked with local authorities in a similar context.
  • You have had experience in a developing country, desired experience in an NGO.
  • You have the ability to provide an interface function between different partners.
  • You are fluent in English (written/oral).
  • You master the Office Pack.
  • You also have a strong taste for field work.
  • You know how to be autonomous, pragmatic, versatile and adaptable.
  • You show listening and communication skills and a sense of diplomacy.
  • You have a B car license, knowing how to drive a 125 motorcycle is a plus.

Conditions :

  • VSI status mission of 24 months renewable
  • Monthly allowance of 1400+ field allowance
  • Complete social coverage (CFE + mutual) and repatriation insurance
  • A return plane ticket at the start and end of the mission from home or mission location + an annual return plane ticket from the mission location to headquarters.
