The Organizational Capacity Development Specialist will be a core member of the NPI EXPAND activity evaluation team and will provide subject matter and evaluation expertise on the evaluation team. The planned period of performance for this activity is expected to start mid-January/early February 2024 and go through June 2024. The anticipated level of effort during this performance period for the Organizational Capacity Development Specialist is estimated at 63 days.
Responsibilities:
- Participate in the development of the evaluation work plan and design.
- Serve as the Organizational Capacity Development subject matter expert in evaluation and subject matter expertise in both quantitative and qualitative methodologies to support the evaluation team.
- Contribute to the development of instruments, respondent selection, and secondary data review process.
- Apply expertise in Organizational Development Assessment (OCA) tools to analyze and interpret evaluation findings and make actionable recommendations.
- Participate in data collection and capture efforts including conducting interviews, document reviews, and direct observations.
- Ensure data quality and integrity by training other members of the team on best data collection, data capture, and analysis practices.
- Participate in and contribute to the evaluation findings, conclusions, and recommendations process.
- Collaborate closely with the evaluation team and stakeholders to ensure timely and accurate reporting of evaluation results, including supporting in responding to the Mission comments especially in Organizational Capacity Development.
- Collaborate with the evaluation team in presenting the findings and recommendations of the evaluation to USAID/Ethiopia and other relevant stakeholders.
Qualifications:
- Master’s degree in organizational development, management, economics, business administration, leadership, international development, development studies, or related fields is required.
- Minimum eight years of experience in designing, facilitating, engaging and effective organizational capacity development assessment employing foundational and cutting-edge approaches to meet the capacity development needs required.
- Experienced in qualitative evaluation design methodology and data collection through key informant interviews, focus groups, and analysis.
- Experience in analyzing DHIS2 data.
- Experience with the Community Score Card approach for Health and Organizational Capacity Assessment.
- Experience with USAID’s cross-cutting program priorities, such as localization, gender equality and women’s empowerment, etc.
- Experience working in the project implementation regions including Amhara, Southwest Ethiopia, Southern Nations Nationalities Peoples’ (SNNP) and Sidama regions of Ethiopia.
- Knowledge and experience related to family planning, reproductive health and maternal and Child health.
- Understand the needs of an organization and knowledge of diagnostic and dialogic methodologies.
- Familiarity with USAID Evaluation Standards and requirements required.
- Proficiency in English, both written and verbal required. Skills in other official local languages or recognized languages are a plus.
