ROLE PURPOSE

The role provides technical guidance and support to Plan International Country Offices and Regional Hubs globally. This is done through spending time in Country Offices working with humanitarian teams, strengthening capacity, and supporting our engagement in the wider in country coordination mechanisms. The post holder represents Plan International, demonstrating a strong Cash and Voucher Assistance (CVA) capacity and positioning the Country Office for funding opportunities. At the same time the post will represent Plan International in global level coordination fora as and when needed.

Providing direct support to COs during emergencies (in real time) is the top priority for this position. It may require approximately 50% time being spent closer to the point of impact.

DIMENSIONS OF THE ROLE

The post holder will support country office teams, spending 50% of their time in Country Offices responding to humanitarian crises. The post holder will deploy to Country Offices, sometimes at short notice, to provide technical support on CVA in emergencies. S/he will not hold budget responsibility but will be responsible for leading programme design and implementation, positioning Plan International in front of donors and supporting the development of funding submissions (these may be proposals of multi million-euro value).

The post holder also manages 2 core deployable CVA in Emergencies Specialists who deploy to Country Offices regularly for 70-75% of their time. When deployed to a country may manage 3-4 direct reports. The postholder will develop networks with key CVA in Emergencies networks, with a specific focus on in country cluster and cash working group engagement.

The post holder will spend 50% of their time supporting Country Offices, with the majority of this time being spent in Country Offices close to the point of programming impact supporting staff, developing

capacity and ensuring programme quality. 20% of their time will be spent on resource mobilisation working with colleagues across the organisation to secure funding. 20% of their time will be spent on cluster/global coordination external representation and advocacy activities and 10% on Capacity building .

ACCOUNTABILITIES

· The post holder will regularly deploy to Country Offices to provide technical support and provide leadership on programmes with CVA modality during humanitarian crises. Where possible seeking to ensure that this support is recharged to donor grants.

· Provide thought / strategic leadership and expertise in the gender aware feasibility, assessment, design and implementation of integrated CVA programming to ensure the deliverables reach the intended beneficiaries and achieve the intended outcomes

· Coordinate and work closely with both internal and external stakeholders to undertake assessments and design CVA programmes to achieve sectoral outcomes including food security, child protection, education and livelihood outcomes by integration of climate change adaptation and resilience throughout the emergency and recovery phases.

· Represents Plan International with humanitarian donors, positioning Plan to secure funding.

· Work with National Organisations and Country and Regional Offices to increase the quantity and scale of CVA in emergencies grants. Leads the development of specific Emergencies funding proposals focussing on CVA – these could be for specific crises, regional or global funding opportunities.

· Write short articles, blogs etc. based on Plan’s work on CVA in emergencies that can be used by communications and marketing colleagues.

· Provide coaching and mentorship to program staff and partners to ensure CVA in emergencies is integrated in program strategies and plans. Develops training material as needed.

· Strengthen CVA in emergencies community of practice across the federation and develop and deliver a robust capacity building plan to increase quality of CVA in emergencies programming.

· Support the delivery of complimentary activities for the cash plus approach in education, school feeding, child protection, food security and livelihood, health and nutrition, and gender and disability inclusive and shock responsive social protection

· Identify and disseminate lessons from Plan’s work on CVA in emergencies.

· Explore global/regional/country partnerships for digital payments scheme such as electronic voucher system, use of block chain, and database and identification system compliant with the data privacy policy of Plan and consistent with the internationally recognized data privacy law.

· Support linking the humanitarian CVA with social protection in the global/country level whenever possible and appropriate

· Support establishing sound M&E system to track and measure process and outcome of the CVA and social protection programming

· Lead Plan’s involvement with the Global Food Security Cluster, Global Cash and Market Working Group, Global Cash Advisory Group, Global/Geneva based Cash Working Group, CaLP network, Social Protection Inter Agency Coordination Board (SPIAC-B) and other relevant networks/groups mobilizing support and engagement from the wider organization and National Organisations where appropriate.

· Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

· Degree or equivalent in Cash and Voucher Assistance or related fields or appropriate work experience.

· Proven experience of design, implementation and managing CVA, in-kind and food in emergencies programmes in a range of different humanitarian crises.

· Proven experience with development of successful fundraising proposals for a range of donors.

· Demonstrated experience of key practice and guidance for CVA in emergencies

· Experience in feasibility/targeting analysis for implementation of CVA programmes.

· Extensive understanding of Social Protection, Social Safety Nets and livelihoods.

· Direct experience with and thorough knowledge of CVA programming and regulations of major donors including but not restricted to WFP, USAID, BHA, EU, DFAT, CIDA, FCDO.

· Significant knowledge of humanitarian response and humanitarian coordination mechanisms

· Fluent in English.

· Demonstrable experience in advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people and bringing about change.

· Able to work calmly under extreme pressure and at unpredictable hours during emergency response.

Desirable

· Experience in developing and implementing training programmes.

· Experience in other technical areas such as child protection, Education, Food Security, Livelihoods

· French, Spanish or Arabic.

PHYSICAL ENVIRONMENT

Standard office environment. When supporting education programmes in country conditions may be basic because of the humanitarian emergency. Accommodation may be in shared guest houses, or hotels. Power supply may be intermittent, and internet access may be limited. Security situation may be complex in locations affected by conflict.
