With funding from United States Agency for International Development (USAID), Palladium is leading a consortium of national and international partners to implement a 5-year MOMENTUM Tiyeni project which is working with the Ministry of Health and various stakeholders to strengthen health systems and quality service delivery in maternal, new-born, child health (MNCH), and family planning and reproductive health (FP/RH), nutrition, malaria water, sanitation and hygiene, Cholera and COVID-19.
Position Overview:
Reporting to the District Health Planning and Strengthening Manager, the District Program Officer will help in operationalization of the project management tasks and lead in the implementation of Monitoring, Evaluation, and Learning (MEL) functions. The officer will be responsible for providing programmatic support in quality program implementation and tracking progress of project activities and supporting strengthening the Ministry of Health (MOH) Health Management Information System (HMIS) in the assigned district.
The successful candidate must demonstrate knowledge and experience with the Ministry of Health’s district and community health service delivery systems, Health Management Information System (HMIS), DHIS2, USAID’s M&E systems and requirements, as well as the ability to work with government agencies and implementing partners at the district level.
Roles and Responsibilities:
Program management
- Support the District Health Planning and Strengthening Manager in planning and coordinating implementation of project activities in line with district-specific workplans to the optimal expected standards.
- Support District Health Planning and Strengthening Manager and the extended DHMT to ensure collaborative development and tracking of district-specific evidence-based prioritized workplans.
- Support District Health Planning and Strengthening Manager to organize and facilitate district level multisectoral periodic program planning and progress review meetings involving various partners.
- Perform any other program related duties as assigned by MOMENTUM Tiyeni District Manager which will facilitate achievement of program deliverables.
Monitoring and Evaluation
- Lead and coordinate planning and implementation of monitoring, evaluation and learning activities across all technical areas of the project at district level.
- Work with district and facility HMIS staff, MOMENTUM Tiyeni program staff, extended DHMT to ensure quality capturing, documentation, management and reporting of program data.
- Work closely with the project district and central level technical program staff teams to ensure quality capturing, documentation, management and reporting of program data.
- Review and analyze facility and district data to measure progress, identify gaps and develop strategies to resolve them.
- Provide coaching, mentoring, and other necessary capacity strengthening support to district and facility-level government HMIS staff to ensure effective collaboration with district and facility-level HMIS staff.
- Identify technical assistance needs and collaborate with central MEL team to initiate, plan, and implement actions to improve the quality of DHIS2 data.
- Collaborate with district HMIS Officers, district project staff, and relevant extended DHMT to conduct data quality spot checks, assessments and supportive supervision of data capturing, documentation, management and reporting processes at facility and community level.
- Ensure effective collaboration with district and facility-level government HMIS staff and M&E counterparts from other implementing partners in the district.
- Provide feedback and recommendations on the usability, effectiveness and support necessary improvements of data collection tools.
- Work with the district and central team project team and central MEL team in compiling success stories, case studies, and best practices. Assist in designing and implementation of research and related activities.
- Support timely and quality preparation and submission of periodic (monthly and quarterly) progress reports and after-action activity reports.
Position Requirements
- Bachelor’s degree in public health, Nursing, Medicine, biostatistics, demography, or a related field of social science required.
- A minimum of 5 years’ experience in coordinating and supporting implementation, monitoring, evaluation on USAID or any donor-funded integrated health service delivery projects.
- Experience working in maternal, neonatal, child health, family planning and public health emergencies strongly preferred.
- Demonstrated strong orientation and experience with the district and community health service delivery systems in Malawi.
- Demonstrated experience and ability to engage and work with government, diverse partners, and stakeholders at national and district levels.
- Advanced knowledge, ability and experience working with Health Management Information System (HMIS) and DHIS2.
- Knowledge of USAID’s approach to monitoring, evaluation, and learning.
- Demonstrated experience developing project M&E or performance monitoring plans.
- Strong interpersonal, organizational and project management skills.
- Experience with data analysis and data for decision-making preferred.
- Demonstrated oral and written communication skills, and the ability to produce and deliver technical reports and presentations.
- Creative and innovative thinker, with proved analytical skills and attention to detail.
- Ability to work in a team environment, but with self-sufficiency and self-motivation.
