Role and responsibilities
The purpose of the WASH – Shelter Project Manager position is to manage and supervise the program
team in the implementation of delegated WASH and Shelter projects in Far North. They may also act
as focal point for office management.
The following is a brief description of the role.
Generic responsibilities
• Line management for all both WASH and Shelter project staff in the Far North regions and
local staff if required.
• Manage daily tasks related to human resources, administration, finance, logistics and
security of the local office.
• Adherence to NRC policies, guidance and procedures.
• Contribute to the development of Country, Area and WASH – Shelter strategies, initiate and
participate in the development of relevant WASH – Shelter projects.
• Coordinate, manage and ensure high quality WASH – Shelter projects implementation
(activities, budget and project documentation) in line with proposals, strategies and donor
requirements.
• Provide regular progress reports to the Area Manager and the Core Competency Specialist
(CCS).
• Ensure that projects target participants most in need of protection, explore and asses new
and better ways to assist.
• Develop and manage project budget (in cooperation with CCs) and coordinate across CCs.
• Ensure capacity building of project staff and transfer key skills.
• Liaise and collaborate with relevant local authorities and other key stakeholders.
Specific responsibilities
• Ensure the high technical output to contribute to the overall quality of the projects.
• Support the process on proposals, budgets, modifications, project reviews and reporting and
ensure high technical quality.
• Develop, implement and set up a remote management system that guarantees quality and
implementation in line with work plans and commitments to donors.
• Support programmatic MEL (Monitoring, Evaluation and Learning) and indicator tracking,
RoDs (Reconciliation of Deliverables) and GORs (outcome reporting system) regular updating
in conjunction with project teams and MEL department.
• Develop and lead on conducting needs assessments (in collaboration with Area Program
teams, Protection team and MEL team), baseline, mid-and end-evaluations.
• Represent NRC with relevant donors, government ministries, and in relevant humanitarian
coordination meetings in country.
• Actively promote and operationalize synergies between WASH-Shelter and other NRC
programmes to move toward integrated programming (focus on Education, LFS, protection
and ICLA).
• Provide support and input to the recruitment processes for all WASH and Shelter staff.
• Contribute to the implementation of Safe and Inclusive Programming Minimum Standards
throughout programmes, with capacity building, guidance and interdepartmental
engagement.
• Encourage SIP capacity building initiatives for line managed staff.
• Promote and monitor project activities are safe and inclusive as per the relevant guidance
and Country Offices(Cos) Action Plan.
• Ensure internal coordination at local office level; organize weekly internal coordination
meetings if requested.
Carry out a monthly cash inventory at closing and daily cash counts during the month if
requested.
• Support NRC security and access staff in gathering information and communicate any details
in a timely manner to ensure the safety of staff, partners, and beneficiaries.

• Proposal development: CC WASH /Shelter specialist, Area Manager and other PDMs
• Quality control/ support: Area Manager and CC WASH /Shelter specialist, MEL
• Capacity development: Project staffs, Area Manager, HR
• Programme implementation: Programme staff, Area Manager and Support staff (log, MEL,
finance, RH, HSS)

1. Professional competencies
• Minimum 3 years of experience from a senior level project implementation position in a
humanitarian/recovery context
• Experience from working in complex and volatile contexts
• Technical WASH and Shelter expertise
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English and French, both written and verbal
Context/specific skills, knowledge and experience
• Knowledge of the far north regions of Cameroon
• Experience in office management
• Experience in team capacity building
• Technical knowledge and experience of the behaviour change process in a humanitarian
context
• Technical knowledge and experience of the community engagement process in a
humanitarian context
• Experience with construction and management of borehole programme is desired
• Experience with construction and rehabilitation of shelter programme is desired
• Experience with alternative WASH and innovative shelter approaches in a humanitarian
context an asse
• Understanding of SPHERE and INEE Minimum Standards is required
• Candidates with an advanced degree preferred; significant experience in the field of WASH,
and/or Shelter is required
