DIMENSIONS OF THE ROLE
Organisational design & Target Operating Model transformation across the organisation This role steers the established supply chain organisational design transformation across 56 countries using a proven transformation model. It provides leadership, drive and communication to manage the change and support countries in their transformation through the Head of Supply Chain. The role works closely with other functional leaders on change management in the organisation. Cost savings leadership The role will drive a strong supply chain professionalisation and cost savings mindset in Country Offices, Regions and in the Global Hub, through transforming supply chain organisation design and establishing standard KPIs around cost efficiency and cost avoidance. The role will look at the value for money and cost effectiveness through implementing standardised processes for the sourcing portfolio of goods, services and works. Specific category-based cost savings targets and regional long-term agreements may be set on a financial year basis. The role, alongside the senior supply chain team, will drive initiatives to enhance efficiency and reduce costs to deliver value for money and strong return on investment.
Digitalisation The Director plays a critical role as the supply chain functional lead in the deployment of our customised end to end enterprise solution across our entire organisation (E2E digitalization ERP projects, Supply Chain, M&E and finance). The deployment will last for 3 years and requires key functional leadership and inputs to the digitalisation programme to ensure successful deployment and adoption. Continuing to support SAP during the transition (P2P module) is also a priority. The role will lead on the adoption of standardised processes across functions in all PII offices and the cultural change management required to adopt the system. External Engagement (hulo) & Representation This role operates at management level within Plan International. As such, it requires senior leadership, negotiation, and networking. The role holder is expected to leverage internal and external relationships and opportunities. The Director acts as the global lead externally on supply chain, including as Plan International’s formal representative on hulo (https://hulo.coop/) and within the Global Logistics Cluster. The postholder will also establish relationships, maintain representation and influence at other key
international fora and networks. They will maintain and grow a network of practitioners and peers across the UN/INGO, public, private and academic sectors to influence and drive broader change in supply chain, and to position Plan International as one of the leading agencies in the sector.
Fleet strategy Support the Head of Supply Chain in deploying the new fleet strategy across the organisation and the shift in fleet approach and cost recovery. To lead on the change and operationalise and build on the New Fleet Business Model with a strong focus on successful implementation. Management The role manages a remote team of senior supply chain leaders in supply chain (procurement, fleet, system and standards and facilities). The Director leads and inspires a high performing supply chain team, providing guidance and fostering a culture of excellence and collaboration. Strong commitment to gender equality and gender transformation is critical. KPIs & global performance management The role will support the deployment, reporting and review of critical SCM KPIs across the organisation, discussing the outcome with the leadership team alongside action plans. They are responsible for assuring institutional donor and other regulatory compliance in all areas of Logistics and Procurement through the development of strong, compliant, and auditable business processes.
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
· Significant experience of Supply Chain & Procurement at senior management level in an international NGO setting.
· Experience working in the international humanitarian sector with a strong track record overseeing supply chain and other humanitarian services both at Headquarter level and within Programme locations
· Relevant academic or professional qualifications in Supply Chain Management, Logistics Management or related discipline or equivalent professional experience at a senior management level to credibly lead this size and complexity of portfolio.
· Extensive experience in long-term strategy development and implementation at global level
· Experience in procurement, supply chain and fleet management.
· Demonstrated managerial skills and leadership experience.
· Strategic thinking and ability to contribute to the development of organisational strategy and provide insight and leadership
· Leadership and vision – comfortable setting a strategic vision and direction and leading a workforce on a change journey of improvement. Able to drive strategic improvements with tenacity and commitment.
· Change management, organisation design transformation expertise in large scale, decentralised organisations.
Knowledge and understanding of key donor procurement requirements and the ability to interpret donor policies, procedures and requirements by organisational and programme context.
· Experience of designing, developing and documenting fit for purpose policies, standards, processes and systems and implementing these across a complex and international portfolio.
