Member of the coordination team and under the hierarchical responsibility of the country director (DP), the human resources coordinator (HR coo.) works closely with the program, logistics, administration/finance and grants departments. , in coordination and on the ground. He/She coordinates the application of SI’s HR policy on the mission. He/She guarantees the proper administrative functioning of the mission and compliance with IS, donor and labor law procedures. He/she is the contact person on the mission and the link between headquarters and the mission for any questions relating to human resources.
General objectives of the position:

  • Analyze the socio-economic context of the countries of intervention, ensure legal monitoring, identify authorities and administrative partners, maintain a professional network expert in HR issues.
  • Manage expatriate and national human resources, ensure updating and compliance with HR procedures.
  • Structuring and supporting the implementation of SI’s salary and social policy, including that relating to training.
  • Participate in defining the mission strategy, drafting project proposals and reports, and HR sizing of IS activities.

Main Challenges:

  • Structuring the HR coordination department, proposing a medium-term configuration, according to different scenarios.
  • Promote and disseminate the “HR culture” within the mission and strengthen basic skills in mastering HR tools.

Priorities for the first 2/3 months:

  • Finalize the HR projects initiated in 2023: revision of the ROI, formalization of the training policy, implementation of the new salary scale, etc.
  • Support colleagues, all departments and bases, in understanding HR issues. 
  • Support the empowerment of the HR assistant.

YOUR PROFILE

Formation :

Higher training in human resources

Experiences and technical skills:

  • 3-4 years of experience in the humanitarian field
  • A first experience in an equivalent position
  • Mastery of HR processes including recruitment, dismissal, career monitoring, training, etc. procedures.
  • Proficiency in payroll processing software.
  • Skills in analyzing and presenting HR data, ability to synthesize.
  • Ability to build skills, including in a functional relationship.
  • Ability to gain perspective and overview to optimize the HR sizing of the mission.
  • Negotiation skills.

LANGUAGES :

  • Excellent command of French, oral and written
  • Operational command of English.

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position:  Depending on experience, from EUR 2,640 gross per month (2,400 basic salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of EUR 450 in Cameroon, EUR 600 in Chad

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks:  During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage:  Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS :

  • The HR coordinator will be based in Yaoundé and will travel frequently (approximately once every 4 to 6 weeks) to the mission bases, particularly to N’Djamena. 
  • Yaoundé is a famously pleasant city, offering many options for outings (restaurants, bars, sports facilities, cultural places, etc.). There is a large expatriate community there.
  • The HR coordinator benefits from a housing package, under the conditions provided by SI.

SAFETY CONSTRAINTS:

  • Yaoundé and N’Djamena are generally quiet towns. Acts of urban crime have been noted in certain neighborhoods and around markets, so you should be vigilant when traveling.
  • Due to the volatile security contexts in SI’s areas of intervention in Chad and Cameroon, travel in these areas is subject to specific criteria and conditions.
