Typically, Parliamentary Water Caucuses are intended to empower Members of Parliament to collaborate with each other and their constituents in order to prioritize water investments that will accelerate progress on water provision, sanitation, and hygiene in their country.
A Parliamentary Water Caucus undertakes activities in Parliament designed to promote access to safe, affordable, and sustainable water, sanitation and hygiene, including the consideration of new laws, stronger regulatory environments, and increased funding.
Caucus often work closely with allies in civil society and the relevant technical ministries in their country. Following a request made by the NGO WASH Forum, a Parliamentary WASH Caucus was established in the Zambian Parliament in September 2023. It has now more than 80 members. To establish the objectives, organizational structure and code of conduct of the Caucus and its members (amongst other issues), it is necessary to create a Caucus Constitution Document. Furthermore, to set the terms of the relationship between the Caucus and the NGO WASH Forum, it is equally necessary to create a Memorandum of Understanding (MoU).
Objective of the Consultancy
The objective of the consultancy is to support the formalization of the Parliamentary Caucus on Water, Sanitation and Hygiene (PC-WASH) and its partnership with the NGO WASH Forum. Specifically, the consultant is expected to draft two documents:
- The Constitution of the Parliamentary Caucus on Water, Sanitation and Hygiene (PC-WASH)
- The MoU between the PC-WASH and the NGO WASH Forum
Consultancy deliverables
- (Draft) Constitution of the Parliamentary Caucus on Water, Sanitation and Hygiene (PC-WASH)
- After input from the relevant stakeholders, finalized Constitution of the Parliamentary Caucus on Water, Sanitation and Hygiene (PC-WASH)
- (Draft) Memorandum of Understanding (MoU) between Parliamentary Caucus on Water, Sanitation and Hygiene (PC-WASH) and the NGO WASH Forum
- After input from the relevant stakeholders, finalized Constitution of the Parliamentary Caucus on Water, Sanitation and Hygiene (PC-WASH)
Qualifications
Candidate profile
- Advanced degree in the Legal field (Masters’ degree preferred).
- At least 5 years of relevant experience
- Proven experience in successfully drafting documents for the approval of the House of Parliament is valued
- Understanding of the basic issues related to Water, Sanitation and Hygiene sector in Zambia is valued.

- Timeframe
Consultancy is estimated to last 10 days, counting from the day the contract with the selected consultant is signed.
Duty station: remote (online) but consultations with key stakeholders for preparation of the documents and for their feedback are to take place face to face (whenever possible) in Lusaka.

- Bidder Profile
- Document summarizing the bidder’s background, qualifications and experience.
- If a team of individuals/consultancy firm, all the CVs of the proposed individuals by the firm to work on the assignment.
- Technical Proposal
- The Technical Proposal should include but not limited to the following (2 pages max, 9-point Verdana font):
- Interpretation of the objectives of the assignment from consultant’s perspective
- Proposed methodology to produce the deliverables.
- Tentative timeline for the production of the deliverables and number of days for each
- The Technical Proposal should include but not limited to the following (2 pages max, 9-point Verdana font):
- Financial Proposal
- 3.1. The financial proposal shall indicate total budget estimated in ZMW, present the detailed breakdown of budget items namely daily fee rate (and include other costs, if arguably required to deliver the assignment)
- Past Performance
- Include three references related to similar assignments within the past five years (max), attaching contact details and evidence.
- Mandatory Requirements
- 5.1 For Zambian national individual consultants: copies of Tax Registration certificate and the Valid tax clearance certificate.
- 5.2 For a firm registration document: Business license/Certificate of Registration for all, Tax Registration, Valid Tax Clearance Certificate and VAT if applicable
