Guarantee efficient and effective management of the budgetary, financial, accounting and cash management of JRS and all projects in accordance with internal procedures and donor requirements.
- MAIN RESPONSIBILITIES AND ACTIVITIES
A. Strategic planning and management
- Oversee and evaluate financial performance in the country
- Provide insightful financial analysis and advice.
- Advise the National Director on financial matters and produce financial analyzes as needed.
- Strengthen the capacities of basic financial administrators on the use of appropriate tools
- Participate in the permanent review of purchasing policies
B. Budgetary, accounting and grant management
- Lead the country’s financial planning and budgeting process;
- Prepare the organization’s annual budget, optimizing resource allocation for specific expenses, based on grant restrictions and program needs;
- Prepare and review the quarterly budget against actual expenditures with program staff and the Human Resources department;
- Prepare quarterly organizational operating statements, anticipated revenues and expenditures, on a quarterly basis;
- Work with program staff and the Human Resources department to prepare proposal budgets for submission to donors;
- Ensure appropriate internal financial controls, appropriate accounting methodology and timely internal and external reporting as linked to general accounting functions;
- Assist in the preparation of the annual audit;
- Prepare financial reports for internal management purposes and for external donors;
- Ensure continued compliance with donor/funder regulatory, contractual, legal and financial requirements;
- Ensure that financial information on country office grants and contracts is in compliance with donor/funder requirements;
- Monitor and track subawards, including review of proposals and financial reports;
- Monitor project financial balances to avoid excessive grant spending;
- Ensure proper management of cash expenditures;
C. Administration and evaluation capacity building
- Evaluate and help implement improvements to internal controls;
- Monitor the implementation of internal audit reports in the field;
- Support the project’s financial and accounting administrators;
- Assist Project Directors and Program Managers in developing budgets and financial monitoring of projects;
- Work in collaboration with the National Program Coordinator in proposing and preparing the budget and in drafting reports to donors;
- Work collaboratively with the International Office Department when auditing regional/national finances and integrate donor requirements, particularly international donors working with other regions;
- Represent JRS in Finance clusters or sectoral meetings with United Nations representations, other Agencies and humanitarian partners and the local Administration;
- Evaluate and identify problems or new opportunities and propose solutions;
- Evaluate the expected results of the projects;
- Carry out all tasks entrusted to superiors.
Academic Job Specifications
Minimum a university degree (BAC+5), preferably in accounting, finance, business administration, or equivalent. A certification in financial management or project management would be an asset.
Experience
Proof of professional experience of at least 5 years in humanitarian work and in the position of finance manager. Experience in proposal preparation and project budgeting and financial reporting would be an asset. Work experience in the intervention area would be an asset;
Languages: French. Having knowledge of English is an asset.
Experience in implementing projects funded by UNICEF, UNHCR, BPRM, ECHO, AFD, etc…
Experience working with budgets, including expense management;
Previous work experience managing field teams.
Professional skills
Knowledge and experience of donor grant regulations and financial reporting requirements.
Knowledge of internal accounting controls and budget/cash flow monitoring
Practice of Word, Excel, Outlook applications, MS Projet software, Microsoft Dynamics
