About Westerwelle Startup Haus Arusha (WSHA):
The Westerwelle Startup Haus Arusha (WSHA) is a startup hub empowering local entrepreneurs and supporting the innovation ecosystem in Tanzania. The hub offers co-working space to its members, runs in-house incubation and acceleration programmes and hosts regular events with stakeholders from the ecosystem. WSHA was formed as a strategic partnership between Obuntu Hub and the Westerwelle Foundation, combining local expertise with international networks. WSHA is part of the Westerwelle Foundation with the mission to support entrepreneurs in emerging markets headquartered in Berlin and with hubs in Tunis (WSHT), Kigali (WSHK), and growing.

About the Role:
The Program Manager is responsible for the organization, development and implementation of existing entrepreneurship programs and is the lead for the acquisition of new programs, including the development of proposals. The Program Manager is the functional manager to the Program Coordinator. In addition, the Program Manager is the go-to person in the hub when it comes to stakeholder management of donors, experts, mentors, investors, and founders.

Responsibilities:
1. Current Programs: Planning, organization, stakeholder management, implementation, budgeting and reporting

2. New Programs: Identification of grants, structuring of applications and writing/submissions of proposals

3. Support for members: Is the go-to person in the hub when it comes to potentially supporting our entrepreneurs (i.e. access to finance, capacity building, technical advisory, mentorship)

1. Current Programs:
1.1. Planning & Conception:
• Generate leads from the local ecosystem
• Design program curriculum in line with proposal

1.2. Implementation
• Selection Process: Structuring the process, call for applications, interviewing applicants and co-selecting participants
• Recruit and assess trainers for startup support
• Plan logistics for the entire program
• Engage startups in program activities
• Conduct workshop and events
• Engage with internal and external stakeholders

1.3. Finance
• Create monthly budget in line with program budget
• Monitor expenses to meet program budget
• Submit expenses to OFA manager

1.4. Marketing
• Deliver input for marketing on program (pictures, videos, info on success stories) to Community Manager
• Coordinate with Community Manager to promote call for applications and ensure program visibility
1.5. Reporting, Monitoring, & Evaluation
• Collect feedback for continuous improvement from startups
• Fulfill reporting duties of donor and Westerwelle Foundation HQ (qualitative & quantitative)

2. New Programs:
2.1. Identify Grant Opportunities
• Active Research: Engaging with donors and stakeholders to identify new grant opportunities
• Passive Research: Conducting internet research looking for upcoming grant opportunities

2.2. Structure Application Process
• Disseminate call for application into required tasks
• Upload tasks an Asana and assign deadlines & responsibilities

2.3 Submit Proposal
• Take ownership of the local fundraising pipeline
• Write, format & review proposal with the support of technology
• Submit proposal for final Approval to Director of Programs (in Berlin)
• Submit proposal to donor
• Negotiate contracts and budgets

3. Support for Members:
• Ad Hoc Support for members: connecting them to stakeholders etc.
• Provides investor & corporate outreach
• Designs relevant investment readiness training and program curriculum

Reporting
• Weekly Status Updates with Director of Programs and Country Director
• Monthly Status Updates with all other Program Managers
• You will be a functional manager to the Program Coordinator who will report to you

Education & Experience:
• Bachelor’s degree.
• 3 years experience or more working in entrepreneurship support.
• Big picture thinking coupled with organizational and delegation skills.
• Fundraising spirit. Able to see opportunities and follow up.
• Bonus: experience with investment for startups or SMEs.
• Bonus: understanding technology, platforms, and how to scale up startups or technology.
