Under the authority of the Director of the Regional Office in Yaoundé, the direct supervision of the Regional Coordinator for Education and in close collaboration with the Education Program Specialists based at the Regional Office in Yaoundé, the consultant will contribute to the implementation implementation of project and program activities of the Education Sector at the UNESCO Office.
More specifically, the selected candidate will provide technical support to EMIS projects in Central African countries in the aspects below:
1. In Cameroon:
Technical support for the implementation and monitoring/evaluation of activities linked to the EMIS of the Multi-annual Resilience Program in Cameroon, in particular:
Support for carrying out the update of the study on children outside the education system aged 04 to 17 based on the new methodology for data collection, processing and analysis;
Development of an online data collection module on education in emergencies;
Capacity building for executives of ministries responsible for education on the online collection, entry, processing and analysis of education data in emergency situations.
Support for the development and implementation of the EMIS deconcentration project in the regions.

REQUIRED QUALIFICATIONS
Successful candidates must demonstrate that they possess the following skills and qualifications:
Education
Have an engineering degree in computer science, software engineering and database management option or other degree deemed relevant.
Professional experience
- Have at least 10 years of experience, preferably 5 years of international experience;
- Have extensive experience in the design of school databases and in the administration and configuration of the ISU StatEduc IT platform;
- Have a perfect mastery of the MERISE method for modeling relational databases;
- Have at least 10 years of experience in the implementation of Education Management Information Systems (EMIS);
- Have good experience in setting up and administering school databases;
- Have a good knowledge of education statistics and school indicators;
- Have good experience in training national executives in Saharan African countries on the process of implementing EMIS and the school map;
- Have a good knowledge of the education systems of sub-Saharan Africa, particularly those of Central Africa;
- Have a good knowledge of the monitoring/evaluation indicators of the Education Sector Plans, SDG4 and CESA16-25;
- Demonstrate experience in developing funding requests for programs or projects with external funding.
Know-how and Skills
- Have a perfect command of the programming language in PHP, Javascript and any other complementary language for web programming;
- Have perfect mastery of ACCESS DBMS, SQL Server, MySql, Oracle;
- Have a good knowledge of report development in SQL Server Reporting Services;
- Have mastery of web and mobile application design;
- Have a good knowledge of IT tools for setting up, managing and using an online database;
- Have good ability to work in a team;
- Good oral communication, writing and clearly presenting technical concepts related to EMIS.
Language
- Excellent knowledge of spoken and written French and good knowledge of English.
