Objectives of the Assignment
CorpsAfrica seeks to hire an individual to conduct an End-line survey for CorpsAfrica in the aforementioned countries where CorpsAfrica initially conducted baseline studies. The findings will provide an outcome measure of CorpsAfrica’s key performance indicators at the end of FY24 (Aug- Oct 2024).
The survey will provide an overview of the CorpsAfrica achievements in the various countries concerning certain development indices. It is expected that the report of the survey will provide the status of the outcome measure for CorpAfrica’s impact indicators. The data to be collected will be both qualitative and quantitative. The measure will enable a good assessment of how efficiently the project activities were implemented and the eventual results of the project activities for ensuring accountability to partners and other stakeholders but also show how the project interventions are impacting the lives of beneficiaries.
This is the first time CorpsAfrica is engaging a third party (Consultant) to conduct an end-line survey. The consultant will work with the M&E unit of CorpsAfrica to develop a detailed study protocol and data analysis plan that will help CorpsAfrica achieve the objectives of the study. The purpose of this end-line evaluation is to provide useful and reliable evidence of CorpsAfrica’s impact post-intervention. Given the one-year time frame for volunteers to implement and commission their projects in the communities, the current study will only measure the effect of volunteer activity within the one-year time frame. The study will also provide End-of-project Evaluation and Impact Stories of change.
Specific objectives:
- Measure the changes in development indices as assessed during the baseline studies of 7 countries.
- Assess how the CorpsAfrica Volunteer program is helping youths to improve the lives of community members where the volunteers served during the one year of service.
- Assess the significant changes brought about by CorpsAfrica Volunteers in the life of the volunteers as well as community members (explore areas of mindset change)
- What are the lessons from implementing the program? What worked well and what did not work well.
- Outline challenges of implementation and make recommendations for future projects in
- Explore the community’s acceptance, perceptions, and attitudes towards CorpsAfrica Volunteers and the model of delivery of work. Review the extent of buy-in of the communities into the program and what aided the results /achievements
- Assess the extent to which community/government and other relevant stakeholders contributed to the success and achievement of CorpsAfrica work
- Document potential short personal perspectives/ stories of change.

The Consultant will be responsible for the quality and timely submission of specific deliverables, as specified below. All documents should be well-written, reader-friendly, and have a clear analysis process.
Based on these Terms of Reference, the key responsibilities of the Consultant include:
- Review of program documents for a clearer understanding of the project
- Familiarize with CorpsAfrica Indicators using the TOC as a reference guide
- Develop an inception report outlining the end-line survey framework, methodology, data collection methods and tools, sampling design, implementation timeline, team assignment, and implementation management.
- Adopt and apply CorpsAfrica’s existing questionnaires available on Survey CTO, only review options to reflect project-specific deliveries.
- Submit for review the final questionnaire
- Develop other survey tools such as focus group discussion and key informants’ guides.
- Provide a PowerPoint presentation of the inception report for finalizing the survey tools and techniques.
- Submit Ethics applications for various countries with appropriate requirements and follow up on approval
- Recruit country coordinators and enumerators for data collection in collaboration with CorpsAfrica.
- In collaboration with the CorpsAfrica M&E team, train the survey team on data collection tools; questionnaires, and mobile/tablet platforms.
- Lead in the field data collection, focus group discussion, and key informant’s data collection.
- Clean up data collected in the Survey CTO and prepare the data for analysis using SPSS.
- Analyze data using SPSS.
- Submit and present the first draft survey report.
- Incorporate essential feedback and submit a final report (electronic and signed hard copy)
- Present the report including base values to the project team and the country program management team for validation.
- Attend relevant meetings including presentation of the inception report, draft reports, weekly check-ins, and others that may be required from time to time.
- Submit the final report considering inputs from various reviewers.
- Submit a summary of the final report (not more than 3 pages, preferably with infographics). Please note that this brief report will be used for external audiences
- Prepare fact sheets for each CorpsAfrica project Country.
Consultant Tasks and Deliverables
Consultant tasks and key deliverables are the following:

The consultant will adopt the standard data collection method (questionnaire programmed on survey CTO) to collect data. The consultant should also consider other data collection methods such as direct interviews and using the best judgment to collect data from the best applicable household member. The consultant should also indicate which of the methods will be considered as methods for triangulating the data collected. Consultant’s enumerators will collect data at least in the above-mentioned beneficiary households in each of the countries and in project counties/areas where the intervention took place. Enumerators will be trained in using survey instruments and data collection tools. The consultant shall also conduct focus group discussions and key informant interviews;
It should be noted that CorpsAfrica’s standard data collection tool/system is the SurveyCTO while the data analysis system is SPSS. These will be the data collection and analysis solutions to be used in this assignment.
Inception Report
Prior to the start of data collection, the consultant will develop and present CorpsAfrica M&E Unit an inception report for review and approval, a data analysis plan that details what procedures will be used to analyze quantitative data, how focus group interviews will be transcribed and analyzed; what procedures will be used to analyze qualitative data from key informants and other stakeholder interviews; and how the survey will weigh and integrate qualitative data from these sources with quantitative data.
Competencies of the Lead Consultant
- A minimum of a Doctoral degree in social sciences, preferably in rural development studies, Economics, Statistics, Agricultural economics, or a related field (lead consultant);
- Familiarity with quantitative data analysis packages such as SPSS and qualitative data analysis methods.
- Extensive knowledge and at least 10 years of experience, particularly in research studies related to agriculture/livestock, youth empowerment, food security, rural development, and M&E-related responsibilities.
- At least 5 years of demonstrated experience at progressively senior levels in the design, planning, and implementation of large-scale quantitative and qualitative assessments.
- Good knowledge and proven experience in performance measurement survey design, implementation of such surveys, and statistical data analysis is required.
- Excellent communication skills: – Fluency in English and other local languages in the states of the assignment is essential.
- Prior working experience in an international organization is an added advantage.
- Evidence of success in completing similar evaluations in terms of size, design, and rigor (at least 3 recommendation/completion letters).
- Strong knowledge of the African development context, especially in the development sector.
- Technical proposal:
The Consultant should incorporate the following in the technical proposal:
- Evaluation title, methodology (state detail about the sampling, data collection systems, techniques/methods, key parameters, key respondents, etc.), understanding the tasks, data quality assurance & data management, evaluation framework, expected deliverables, and timelines (max 3 pages).
- Team composition should be mentioned in the technical proposal (proposed position/expertise, key tasks, allocated amount of time in percentage, name, brief education and experiences, and rate/man-days required for this assignment);
- Curriculum vitae (max.3-4 pages) of the lead consultant and team members as annexure.
- Recent evaluation reports conducted by the Consultant must be indicated (at least three; half a paragraph each);
- Financial Proposal:
The proposed budget priced in USD must be submitted separately electronically along with the bid document.
Submission of the financial proposal must be in Excel sheet and English. The budget must be detailed to include estimates for each country and all personnel.
Evaluation of Proposals:
- Selection method
The procurement selection committee will evaluate the proposals using the Quality-Cost Based (value-for-money) methodology as detailed below:
- Preliminary examination of administrative requirements compliance to this request for proposals on a pass/fail basis.
- Detailed technical evaluation will contribute 80%.
- Financial scores will be allocated 20% to determine the best evaluated bid.
- Proposals that do not meet standards will be eliminated and not considered in subsequent stages.
- Minimum technical score: The mark required to pass the technical evaluation is 70% of the technical Score.
- Total scores: Total scores shall be determined using a weighting of 80% for technical proposals and a weighting of 20% for financial proposals.
Technical proposals will be evaluated according to the following criteria:
Technical Criteria
- Consultant Specific Experience – 15 Marks
- Demonstrated good understanding of the scope of work – 10 Marks
- Proven experience and technical experience in project end-line studies – 5 Marks
- Previous experience working on development projects financed by international organizations. – 5 Marks
- Financial Proposal – 20 marks
- Quality of the facilitator/proposed team: The team must demonstrate knowledge and experience (at least 5 years) in the different areas highlighted in the scope of work -20
- Methodology & Approach- 10 marks
- Quality of work plan and project management provisions proposed to mitigate risks -10 Marks
- The creativity of the approach to deliver quality work within the timelines specified- 5 marks
