The IFRC Secretariat is seeking a consultant to perform a review of the set of indicators to be used in monitoring of the IFRC network country-level work. This consultancy will contribute to the harmonisation of the data collection process, and support coherence in development of accountability frameworks for programmes, projects, and emergency response operations across the IFRC Network.
Job Duties and Responsibilities
Updated list of indicators in Excel, using the structure defined by the data management team of the Strategic Planning Department. These indicators should:
- be mapped across to the programmatic sectors in a systematic and coherent way (including AP codes);
- include a definition for each of the indicators;
- include proposed standards for data collection and disaggregation (e.g. value ranges and types, sex, age, and disability, urban/rural, direct/indirect people reached, etc.);
- be assessed for and ranking in line with the frequency of their use for planning, monitoring and analysis of programmes’ implementation;
- be verified/validated by the thematic leads in the IFRC Secretariat in Geneva.

Experience
Required
- Minimum of 10 years’ progressive experience in monitoring and methodologies within the humanitarian context.
- Experience in conducting similar consultancies, with demonstrable evidence of producing high quality results.
Knowledge, Skills and Languages
Required
- Fluent spoken and written English.
- Excellent communication and interpersonal skills with the ability to represent the scope of the consultancy and to negotiate people’s opinions.
- Knowledge and understanding of the IFRC.
