General Description of the Programme
The project, to be based in Western Area Rural & Kambia Districts will address the overall aim of limiting the impact of climate change on food security and biodiversity damage, while building community resilience to climate change and improving nutrition, food security and economic livelihoods. The project must be designed to be community-led and take a gender-sensitive and youth-centred approach, ensuring that gaps, needs, barriers, and opportunities are identified for women, youth, and vulnerable communities through their direct participation in the project’s activities. This approach builds on the existing capacities, knowledge, and resources, drawing on local and indigenous knowledge wherever possible.

General Description of the Programme
GOAL Sierra Leone interventions support strengthening the health systems to support resilience & sustainable health through improving health WASH service delivery systems. WASH interventions are implemented in three districts, namely, Western Area Urban, Kenema and Moyamba district. Other WASH interventions are mainstreamed into health interventions focusing on WASH in healthcare facilities. The WS4HS focuses on upgrading at least one health facility per district – Kambia, Bombali, Koinadugu, Kenema, and Moyamba into a canter of excellence health facility with all the WASH facilities for a standard health facility with Kambia been a pilot case for the year 2024.
Overview:
The role of the Rural WASH Programme Manager – WS4HS is to provide overall technical, financial/budgetary, systems, and administrative coordination to GOAL SL WS4HS project in five districts – Kambia, Bombali, Koinadugu, Kenema, and Moyamba. This position will coordinate the facilitation of GOAL’s WS4HS project through the WS4HS Engineer thereby ensuring project objectives are achieved within the project time frame and approved budget. The position also contributes to advocacy and networking; contribution to development of Rural WASH strategy in GOAL SL; and mainstreaming climate change in the project. To fully discharge these responsibilities, the post holder will closely work with the GOAL SL Assistant WASH and CC Coordinator.
Summary of Responsibilities:
The Rural WASH Program Manager – WS4HS will play a pivotal role in supporting the implementation of WASH facilities in healthcare facilities under the FCDO-funded project titled ‘WS4HS’ in five districts – Kambia, Bombali, Koinadugu, Kenema, and Moyamba. Primary responsibilities include implementation, coordination, technical support, monitoring, and reporting. The selected candidate will work closely with rural women, community leaders, and various stakeholders to implement strategies that promote sustainable fisheries, improve nutritional outcomes, and support diversified livelihoods.
Key Responsibilities:
- Conduct on-site supervision of constructed WASH facilities in the assigned operational areas. Strictly monitor and supervise all contractors hired for construction and service provision.
- Provide technical and administrative support to the district WASH Programme team. • Develop project proposal and budget with support from the district WASH team.
- Provide quarterly and completion donor report.
- Track and monitor budget.
- Liaise with relevant line ministries, district government, community stakeholders and other implementing partners.
- Supervise and appraise project staff.
- Prepare and share project status report on a weekly basis.
- Prepare contract documents.
- Conduct technical analysis during bidding process.
- Prepare purchase request for project.
- Facilitate the development of project action plans and supervision tools.
- Track and monitor the supply of equipment and materials to the worksites, and
- Ensure compliance project staff follow GOAL SL policy at all time.
Safeguarding
- Maintain safe working environment for all staff/beneficiaries.
- Ensure risk mitigation measures are in place and adhered to.
- Ensure staff/beneficiaries fully understand Safeguarding reporting procedures.
- Ensure Safeguarding measures are implemented within areas of responsibilities.

Qualifications and Experience:
Education:
- The candidate must have a minimum of a first degree in Sanitary, Environment, Civil Engineering, or a related field of study. A master’s degree is preferred.
Experience:
- Minimum of 5 years working with a reputable NGO.
- Must have a very strong knowledge in WASH projects/programs.
- Experience in working with relevant line ministries, district councils, and other government authorities.
Skills and Competencies:
