oncern Worldwide is recruiting for Program Coordinator for the Saving Lives Phase 3 program in Sierra Leone based in Freetown with regular travel to field sites in Western Area, Port Loko and Tonkolili. The Saving Lives Project Manager will work under the oversight of the National Health Coordinator.
Overall the role of the Program Coordinator is to provide strong management of the Saving Lives 3 program operating in Western Area, Tonkolili and Port Loko.
The Program Coordinator will provide solid leadership and management of the District Delivery Managers and other project staff and ensure accurate and timely program planning, budgeting and reporting. S/he will be responsible for the day to day management of the district based teams, developing project plans and ensuring they are carried out, and ensuring the M&E plan is properly implemented. Approximately 60% of his/her time will be spent in the field in Tonkolili, Port Loko and Western Area carrying out supportive supervision visits to the team and 40% will be office based in Freetown. The Project Coordinator will ensure that close coordination between the health team and other sectors is maintained at all stages of the project while also maintaining positive relationships with District ministries, Consortium Partners and other district partner organizations.
General Responsibilities:
- Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
- Promote Equality, especially gender, within the organisation and across programmes, in line with Concern’s Equality Policy and, and ensures targeting and project implementation is informed by How Concern Understands Extreme Poverty (HCUEP).
- Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organisation, guided by organizational policies and Concern’s Code of Conduct
Specific Responsibilities:
Technical
- Directly line manage the 4 District Delivery Managers and ensure they are appropriately managing their district teams.
- Collaborate with Regional Public Health specialist (both Concern and partner employed) to monitor all aspects of program delivery and maintain clear information flow from National level to operational districts.
- Support District Delivery Managers to develop fully costed annual district RMNCAH plans with DMOs in collaboration with the Public Health Specialist.
- Coordinate activities with other Consortium members to meet the wider objectives of the program;
- Participate in supportive supervision in the operational districts for RMNCAH related activities, as and when needed;
- Support the District Delivery Manager and NPHS on the delivery of training for the DHMTs;
- Support the District Delivery managers to coordinate activities of all RMNCAH partners in the districts
- Support all assessments for the programme by providing information and/or data as and when needed.
- Responsible for compiling National level reporting for internal, donor and GoSL compliance and coordination.
Programme Management
- As the budget Holder for the Concern Worldwide Saving Lives 3 budget, track budget and ensure spending is meeting projections.
- Participate in Budget revision exercises throughout the project period.
- Develop activities based budgets for each of the districts and support District delivery Managers to utilize these for day to day management of district specific implementation.
- Support District Delivery Managers to Plan work schedules and ensure the Detailed Implementation Plan for the program is harmonized across districts
- Be flexible and use negotiation skills in dealing with problems in the field and Concern Worldwide office levels;
- Support the District Delivery Manager on all programme related work;
Other:
- Attend National level RMNCAH meetings and other workshops, working groups, and coordination forums as required to ensure close coordination and collaboration as requested.
- Any other reasonable tasks as assigned by the National Health Coordinator.
- Education, Qualifications & Experience Required

Education
- At least a bachelor’s degree in Public Health, management, other related field
Experience Required:
- At least 5 years of relevant programme management experience
- Experience in planning and management of programs in Sierra Leone, including experience in implementing/managing RMNCAH programmes
- Demonstrated knowledge and/or experience of having worked with district health systems
Special Skills, Aptitude or Personality Requirements:
- Demonstrated strong data analysis skills
- Excellent English and Krio speaking/writing skills required.
