The incumbent will perform all, or part of the following, and other related responsibilities as required by the needs of the office.1. Act as the focal point for a coordinated and harmonized approach to health information for both internal, and external stakeholders2. Lead and coordinate the strategic generation, validation, analysis, dissemination, and use of health information for decision-making3. Harmonize the work of all technical focal points in the country office on data, analytics, and knowledge production.4. Provide authoritative guidance to the national Ministry of Health on harmonizing management of routine HMIS, surveillance systems, vital statistics, population-based surveys, and health research systems5. Develop and monitor adherence to priorities for harmonizing the strategic generation, validation, analysis, dissemination, and use of health information for decision-making across technical clusters6. Serve as the focal person for all internal and external requests related to country-specific data. As needed, ensure government agreement for the use and dissemination of such data.7. Support the planning, and implementation of sector monitoring processes to ensure strategic movement towards Universal Health Coverage, Health Security and addressing Health in the determinants8. Perform other activities as required by WHO Representative
REQUIRED QUALIFICATIONS
Education
Essential: First university degree in information or data management, computer sciences,statistics, applied math, or public health, complemented by training in database development and/or management from an accredited/recognized institute.
Desirable: Specialized training/certification in a health information related specific area would be an asset with a focus on monitoring impact of public health interventions
Experience
Essential: A minimum of five (5) years of work experience relevant to the position (in health information including developing and/or implementing Programmes, policies, and guidelines as well as monitoring and evaluation in the health sector), with some of it obtained in an international developing country context
Desirable: Experience in health information management programs in the African Region. Experience in WHO or within the UN system with an understanding of its mandate, goals, and procedures
