Job description

Purpose of the Consultation

The district consultant will:
Ensure strengthening of coordination:
• Support the DS in holding regular district coordination meetings 
• Ensure that districts develop action plans that include vaccination and surveillance activities while taking into account the security context of the area 
• Participate in the development and monitoring of the implementation of the plan developed
• Monitor and analyze indicators for performance monitoring, problem identification and resolution and guarantee purposes quality of service delivery and surveillance
• Support advocacy and establish good relationships with communities through community health workers or NGOs to involve them in surveillance and routine immunization activities 
• Ensure the completeness and timeliness of weekly and monthly DS reports

Ensure the strengthening of poliomyelitis surveillance with regard to the new surveillance indicators of the IMEP and other MEVs:
• Ensure the updating and compliance of the site visit plan (health facilities and traditional practitioners) according to the periodicity and recommended prioritization
• Support the DS team’s implementation of integrated supportive supervision using the ODK tool in accordance with the site visit schedule in the supported DS
• Conduct active supervision yourself through visits to at least six (06) sites per week according to planning
• Conduct active surveillance within special populations  
• Support the information of stakeholders involved in active or passive surveillance of AFP and ensure that surveillance active is carried out in health establishments, traditional practitioners, parapharmacists, churches and other suitable places
• Ensure the quality implementation of validations, geolocations, follow-up examinations and investigations of cases of AFP and other VPDs
• Ensure respect IMEP procedures in the collection of contact cases
• Ensure the quality of transport of samples according to procedures as well as the completeness and consistency of the investigation sheets
• Ensure compliance with the timeline and procedures for taking environmental samples (applicable if environmental monitoring site in the DS)
• Ensure feedback on sampling results at district level 
• Support the district in the notification of AEFIs routinely and in the countryside
• Ensure the popularization of the VPD detection bonus.

Ensure the strengthening of routine vaccination:
• Participate in the development and implementation of precise and realistic microplans
• Ensure good organization of vaccination sessions and good distribution of tasks 
• Ensure compliance conditions of vaccine conservation (cold chain) and the effectiveness of quality control through the use of PCV 
• Control the stock level of vaccines and consumables with a view to replenishment if necessary 
• ensure correct administration of all vaccines with respect for the conditions of use of auto-disable syringes (SAB) 
• Ensure compliance with the directives concerning the EPI vaccination schedule and the safety of injections (correct use of SABs, boxes safety, storage, transport and destruction of waste) 
• Ensure that appropriate advice is given to parents or accompanying persons 
• Ensure that management tools are correctly completed (time sheets, vaccination cards, summary sheets, registers of vaccination…) 
• Support local/national vaccination days against polio and other VPDs 
• Support weekly vaccination in the most important markets identified in the district with vaccination teams 
• Support vaccination in sites for displaced people, refugees, returned 

Carry out any other tasks related to the EPI which may be requested or entrusted by the hierarchy
The agent will work in perfect symbiosis with the district management team and the region 
The agent will be supervised by the epidemiologist in charge of the health district, headed by the regional coordinator  
The agent must have their own work equipment (smartphone, computer, means of transport, etc.) for the smooth running of their support activities
The agent must ensure the transport of equipment during vaccination activities.

Deliverables

• The agent must submit weekly and monthly reports (ODK, word) according to the templates provided; 
• The agent must provide an activity report after 5 months of work

Qualifications, experience, skills and languages

Qualifications 

Essential: Hold a nursing diploma or equivalent or any higher health-related diploma;

Experience  

Essential: Have at least two years of experience in the planning, implementation, monitoring and evaluation of the Expanded Program on Immunization at the level of a DS

Skills/Knowledge

Essential: 
• Have good skills in communicating, working in a team, solving problems and supervising the implementation of vaccination and VPD surveillance activities
• Having good command of IT tools and new technologies of information in particular
• Be able to work independently, in difficult conditions and under pressure
• Have a good command of at least one local language of the DS to be supervised
• Good knowledge of the DS to be supported is imperative

LANGUAGES 

Essential: Excellent knowledge of English

Desirable: Intermediate knowledge of French
