General responsibilities
- Adaptively and responsibly develop and execute office management, local purchasing, fleet and logistics management, consultants and subcontractors, etc. in accordance with local laws and regulations, MSH policies, MSH and lessor rules and procedures.
- Ensure that all MSH projects in the country receive equitable, efficient, timely, and cost-effective operational and administrative support, within local laws and available resources, and in an environment with adequate internal controls, in accordance with laws and local regulations, MSH policies, MSH and lessor rules and procedures
- Participate in routine MSH project management team meetings
- Coordinate and collaborate with the Finance and Administration Manager (Côte d’Ivoire) to resolve outstanding operational issues, questions and requests for assistance for country office operations.
- Prepare/assemble accurate and complete documentation for the execution of field activities.
- Maintain office petty cash minimum by ensuring cash account reconciliation is completed at least weekly.
Purchasing and Operations
- Manage the purchase of goods and services in accordance with MSH and donor requirements.
- Help conduct regular and thorough risk assessments in the country.
- Ensure that systems are in place to ensure effective and efficient management of operations in full compliance with local laws.
- Comply with donor contract/award requirements and comply with MSH standard policies and procedures.
- Ensure suppliers are paid on time in accordance with MSH policies and procedures.
Security management
- Guarantee compliance with MSH Cameroon security procedures.
- Ensure that MSH offices and facilities provide a safe, efficient, and appropriate working environment for all staff.
- Ensure appropriate security measures are in place in MSH offices and vehicles.
Fleet management
- Oversee the insurance, inspection, registration and operation activities of all MSH vehicles in the country.
- Vehicle maintenance management and planning.
- Hire and train drivers and monitor their performance
- Management of MSH drivers.
- Analyze vehicle and fuel usage and report potential issues.
- Plan fleet utilization in accordance with MSH policies.
- Oversee and ensure that the engagement of the transportation service for in-country travel of staff, visitors and consultants is in compliance with MSH policy and procedures relating to vehicle rental.
- Implementation and monitoring of vehicle logbooks.
Logistics and travel
- Coordinate travel logistics for MSH staff in and out of country.
- Monitor purchases of national and international plane tickets; provide support for obtaining visas; make transportation and accommodation reservations; prepare letters of invitation for national and international staff and for short-term technical assistance (STTA) travel, local consultants and processing clearances required for international travel.
PHYSICAL REQUIREMENTS
Ability to travel within the country up to 40% of working time to support program activities
QUALIFICATIONS
MINIMUM LEVEL OF EDUCATION REQUIRED
- Bachelor’s degree in administration and business management, logistics, accounting or an equivalent diploma
MINIMUM EXPERIENCE REQUIRED
- At least 3 years of experience in operations management, logistics, preferably in Cameroon
- Knowledge of U.S. Government funded project programs, regulations and requirements would be an asset
