ORGANIZATIONAL CONTEXT

The Department of Disaster Management Affairs (DODMA) is a Malawi Government agency responsible for improving and safeguarding the quality of lives of Malawians especially those that are vulnerable to and affected by disasters.  WFP and DODMA work in close partnership and collaboration in food security and humanitarian response.  WFP as a co-lead of the Transport and Logistics Cluster which is led by the Ministry of Transport and Public Works, provides technical support and assistance to humanitarian stakeholders in the provision of Logistics and Supply Chain capabilities to respond to emergencies and to build logistics and supply chain capacities.  Within the framework of this partnership between DODMA and WFP, a position of Logistics Officer will be established within DODMA for a minimum period of twelve (12) months, with a possible extension if a need persists and funding is available. The Logistics Officer will report directly to DODMA, working under the authority of the Director of Preparedness and Response, and be fully integrated into the DODMA structure, with technical support and guidance from WFP.

Aligned with DODMA’s mission to effectively coordinate the implementation of disaster risk management programmes through overseeing disaster prevention, mitigation, preparedness, response and recovery activities mission, the Logistics Officer will report to DODMA and provide support in the implementation of a logistics capacity enhancement agenda with technical oversight and guidance from WFP Supply Chain.

KEY ACCOUNTABILITIES (not all-inclusive)

1.    Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food and other relief Items to intended beneficiaries.
2.    Support the development of  a comprehensive plan for establishing an efficient logistics and supply chain process tailored towards the needs of disaster response framework.
3.    Provide support in the coordination, planning, and management of the Humanitarian Staging Area (HSA) in Bangula and in other prepositioning and storage facilities.
4.    Active participation in the Transport and Logistics Cluster and all logistics task teams.
5.    Provide technical assistance during disaster response operations, including logistics planning, execution, coordination, warehouse management, fleet/transport, and distribution of relief supplies.
6.    Support the consolidation of requirements for response, requisitioning and ensure timely delivery of right quantities, in good time and of good quality.
7.    Support with contracting processes including vendor assessments and registration, performance monitoring, and evaluation.
8.    Support gathering of market intelligence for efficient contracting of logistics service providers.
9.    Support with reviewing standard operating procedures (SOPs) for various aspects of logistics and supply chain management, including procurement, warehousing, transportation, and distribution.
10.    Provide technical support to DODMA staff through capacity strengthening initiatives i.e., couching, mentorship, and trainings to staff on implementing of SOPs, stock, fleet and warehouse management, and utilizing relevant tools and technologies.
11.    Support to strengthen, nurture and build collaborative relationships through liaison with relevant stakeholders, including government agencies, NGOs, and other partners, to ensure coordination and alignment of logistics efforts.
12.    Monitor and evaluate the implementation of logistics and supply chain processes, identify areas for improvement, and propose corrective actions as necessary.
13.    Support the implementation of a commodity tracking system/logistics information management system to facilitate real-time tracking and monitoring of relief supplies.
14.    Any other duties as may be assigned from time to time.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Logistics, Supply Chain Management, Engineering, Economics, Social Science or any related field.

Experience: Minimum of 8 years of relevant experience in logistics and supply chain management, preferably in emergency response or humanitarian operations. Excellent analytical and problem- solving skills, with the ability to identify and address operational challenges.
Language:   Fluency (level C) in English language and local language.
