Duties and Responsibilities:
The Fiscal Agent Manager will be responsible for the financial management of the Program and will train and support the client in its fiscal accountability responsibilities including financial management and reporting. The Fiscal Agent will provide professional services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, disbursements, financial reporting, and account reconciliation to ensure the proper, efficient, effective, and transparent use of the funds to be provided under the Program.
Qualifications and Experience:
Significant experience working as a financial management professional (approximately 15 years or more). Experience setting up a financial management operation.
Proven leadership qualities and experience. Experience working on international donor-funded projects in developing countries is an advantage.
Bachelor’s or master’s degree in finance, business, economics, public administration, or related field. Professional financial management qualifications or specialized training.
Certified Public Accountant (CPA) or equivalent certification/chartering from another International Federation of Accounts (IFAC) certified accounting body.
Excellent communication skills and experience working with high-level government officials and business executives. Fluency in written and spoken English is required.
Computer literate – Excel, Word, and accounting packages etc. Experience with SAP-based system would be an advantage.
Knowledge and experience of contract and procurement procedures would be an advantage.
