The Supply Chain Team Leader, based in Maroua, reports directly to the Area Manager. He/she is responsible for supervising the supply of the Maroua base as well as fleet management, equipment management, warehouse management as well as management of the DRC premises.
He/she proactively supports program activities by organizing an efficient procurement of goods and services. He/she ensures that DRC purchasing rules and donor rules are respected. He/she ensures that these rules are strictly applied and known to the DRC team.
3. Responsibilities
A. Management of the DRC logistics department
- Ensure that DRC logistics procedures (procurement, material management, vehicle tracking, inventory management, travel management, etc.) are in place in Maroua and are correctly implemented,
- Ensure that all logistics procedures comply with the DRC Code of Conduct and donor regulations,
- Share with SCM, on a monthly basis, supply tracking, fleet management tracking, asset/equipment tracking, etc.) and provide an explanation for any discrepancies,
- Provide training to DRC staff and partners on logistics procedures,
- Supervise the archiving of paper and SharePoint documents for the logistics department
- Report any non-compliance with DRC logistics procedures to the Area Manager.
B. Purchasing management
- Actively participates in the development of project proposals within his/her area of responsibility and helps define the resources needed to ensure the feasibility of the project,
- Ensure that a procurement plan is developed for ongoing and new projects and ensure that the procurement plan is regularly updated,
- Develop framework agreements for recurring purchases and ensure the renewal of framework agreements in accordance with DRC procedures,
- Supervise the receipt of goods and delivery of materials to requesters,
- Ensure that all supply tracking is systematically up to date,
- Ensure that Maroua purchasing files are complete and that documents are signed and/or approved by the appropriate personnel,
- Anticipate and prepare exemption requests in accordance with DRC procedures,
- Ensure that documentation and explanations requested by auditors are provided in a timely manner.

C. Equipment management (IT, vehicles, generators etc.)
- Ensure asset/equipment tracking and fleet management tracking are accurate and regularly updated,
- Ensure that the use of DRC vehicles complies with DRC procedures,
- Oversee the management of the vehicle fleet and ensure that a travel plan is produced on a weekly basis and shared with DRC staff,
- Oversee physical asset inventories and ensure compliance with DRC requirements
- Ensure assets are recorded in equipment tracking and tagged,
- Ensure that transfers/disposals of fixed assets are justified by the appropriate document,
- Forecast investment needs for the following year,
- Supervise the management of generator sets.
D. Inventory management
- Supervise physical inventories of stocks,
- Ensure that the use of inventory management documents are in place,
- Supervise that program staff use inventory management documents,
- Supervise the loading and unloading of goods in the warehouse,
- Supervise warehouse cleaning and ensure storage areas are clean and tidy,
E. Ensure efficient and practical management of general services (offices, guest rooms and warehouses)
- Supervise the maintenance and upkeep of the Maroua premises (office, guesthouse, warehouse),
- Anticipate all the needs necessary for the proper functioning of the premises,
- Identify, at the request of the Area Manager, new potential office spaces to rent.
F. Ensure fair and efficient management of the logistics department and its team members
- Produce an annual action plan defining the objectives of the zone’s logistics service,
- Manage and supervise the Maroua Logistics team (leave, recovery, evaluation, individual action plan, objectives, etc.),
- Coordinate the overall management of the logistics team, lead or initiate team meetings, ensure good collaboration with other departments and operational teams,
- Supervise and guide (training and coaching) the members of the logistics team,
- Ensure efficient distribution of the logistics workload within the team and ensure rigorous monitoring of activity planning and direct implementation when required,
- Oversee the team’s career development: identify individual training needs and provide advice on professional development.
The Supply Chain Team Leader is expected to perform all other duties commensurate with the position as requested by his/her hierarchy.
4. Required qualifications
Experience and skills required (include years of experience)
- At least four years of experience in a logistics department (preferably with an INGO)
- Good communication and excellent interpersonal skills
- A good team leader who is responsible, diplomatic and confident in dealing with people of all levels and backgrounds
- Good analytical skills
- An attitude focused on problem-solving and solution-finding
- Planning skills and attention to detail
- Ability to work under minimal supervision and achieve set objectives within given time frames.
- Approachable and willing to listen and help colleagues
- Ability to work under pressure and irregular hours
- Ability to occasionally organize staff training on supply chain issues
Education:
Education: (include certificates, licenses, etc.)
- Bachelor’s degree in logistics, transport or supply management
- Advanced computer skills including Microsoft Word, Outlook and Excel
