Responsibilities:
1. Help build and strengthen excellent working relationships between CSSM and all stakeholders in
northern Ghana.
2. Continuously assess the operating context, including stabilization dynamics and risks, in project sites, priority zones and the wider operating environment. Elaborate written inputs and reports on context analysis as required.
3. Support Field Coordinator in the organization and facilitation of workshops, dialogue forums and other participatory activities, including those designed to promote creation of Integrated Community
Stabilization Approaches (ICSA).
4. Identify new grant ideas with knowledge of the geographic, social, economic, political and security
context as well as the objectives of CSSM and the approach set out in the respective Integrated
Community Stabilization Approach (ICSA).
5. Under leadership of the Field Coordinator, develop grant ideas, working closely with government, civil society, and community partners, to prepare yellow light and green light proposals for onward
submission through the Activity Cycle.
Supervise, coach, and support the Senior MEL Assistant, field assistants and monitors in the
performance of their duties.
7. Work closely with the Security Analyst to prepare, launch and support programming relating to the
security sector.
8. Prepare field monitoring plans and oversee implementation of field monitoring and quality assurance procedures and tools.
9. Assist Field Coordinator in the preparation of regular and ad hoc reports, both situational and
programmatic, fact sheets and communication materials related to CSSM activities in northern Ghana.
10. Collect qualitative and quantitative feedback/data on CSSM activities in coordination with field staff, project partners, and other local stakeholders, providing feedback and recommendations to strengthen the quality and relevance of programme activities.
11. Support data analysis and dissemination by ensuring quality and accuracy of information collected and timely entry into the Grants Management System. Ensure information/data are collected consistently with the MEL requirements and data protection principles.
12. Under leadership of the Field Coordinator, facilitate participatory review and reflection processes
(pause and reflect, after action review) for IOM field staff and project partners, documenting learning
and good practices.
13. Carry out regular field visits and assessment missions.
14. Support Field Coordinator in the integration of cross-cutting considerations, such as age, gender and diversity, accountability to affected populations, prevention of sexual exploitation and abuse, the
humanitarian-development-peace nexus, conflict sensitivity and environmental considerations.
15. Perform any other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in international relations, Political Science, or a related field from an accredited
academic institution or
• University degree in International Relations, Political Science, or a related field from an accredited
academic institution with two (2) years of relevant professional experience, including internships and
research positions.
Experience
• Familiarity with project formulation, monitoring, evaluation, and reporting (required).
• Experience working on development / stabilization programming in Ghana (required) with experience
in northern Ghana (desired).
• Experience in the design and/or implementation of small-grant activities, preferably in the fields of
stabilization and conflict prevention (desired).
• Experience in liaising and building effective partnerships with government authorities, communities,
civil society organizations, and/or other national/international institutions (desired).
Experience in capacity building of local organizations and/or grant management (desired).
• Proven ability to conduct operations in complex and violence-affected contexts (desired).
Languages
• For all applicants, fluency in English is required (oral and written).
• Fluency in an additional language that is commonly spoken in northern Ghana is an advantage
