Project HOPE seeks a Supply Chain Advisor to advise, coordinate, and oversee the implementation of supply chain management activities in the Ghana IHP operational areas, including logistics and procurement. They will develop annual plans and budgets for supply chain management activities and facilitate resource mobilization for healthcare services. They will support the delivery of all logistics and supply chain related activities in accordance with the donor and Project HOPE’s Global Supply Chain policies and procedures. The Supply Chain Advisor will serve as the lead and central contact for all supply chain and support services tasks and issues, align approaches across project operations, and make recommendations for improvements, adjustments, and strategic initiatives. They will contribute to the initial country assessment and identify and support local project needs.

 PRINCIPAL RESPONSIBILITIES:

  1. Advise, coordinate, and oversee the implementation of supply chain management activities in the Ghana IHP operational areas.
  2. Place orders to international and domestic suppliers and certify payments with finance staff.
  3. Identify information regarding customs clearance and prepare the necessary documentation for each shipment to be received by Project HOPE offices in Ghana.
  4. Develop annual plans and budgets for supply chain management activities.
  5. Implement strategies to ensure the consistent availability of essential commodities.
  6. Document and distribute best practices and lessons learned.
  7. Work with field offices to prepare and submit periodic and timely reports to IHP Leadership.
  8. Implement and maintain a procurement tracking system to ensure quality documentation and regular communication with relevant stakeholders.
  9. Maintain and regularly update procurement and supply chain guidelines for Project HOPE Ghana.
  10. Provide continuous training, mentoring, and support to staff on procurement procedures.
  11. Support the development of vendor lists, long-term agreements, and procurement plans aligned with project budgets and workplans.
  12. Engage with project staff on large-scale procurements, providing guidance and advice on processes, sourcing vendors, required documents, delivery, and distribution.
  13. As needed, serve as the logistics lead for establishing new project and country offices, identifying safe and secure housing and office spaces, managing transport, and ensuring effective communication systems.

Fulfill other duties and responsibilities as may be reasonably assigned by the DCoP.

 MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  • BA/BS degree in Logistics, Supply Chain, Public Health, or related fields or completion of the Certification in Humanitarian Supply Chain Management. Advanced degree preferred.
  • Minimum of 4 years’ experience in supply chain and logistics management, including procurement, tendering, contracting, clearance, transport, warehousing, fleet management, asset management, and distribution support.
  • Previous experience with USAID procedures and working in Ghana.
  • Experience building staff capacity in logistics management, supervision, and monitoring.
  • Ability to think strategically and integrate diverse information from varied sources.
  • Proven expertise in capacity building and experience working with partners.
  • Strong interpersonal, organizational, and analytical skills.
  • Ability to work well within diverse teams and excellent verbal and written communication skills.
  • Fluency in English, written and oral.
  • Proficiency in Microsoft Office and other statistical software. Experience with logistics software solutions desirable.
  • Ability to travel to project operation sites.
